 1        AN ACT making appropriations.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4                              ARTICLE 1

 5        Section  5.  The  following  amounts, or so much of those
 6    amounts as may be necessary, respectively, are   appropriated
 7    from  the  General  Revenue  Fund  to  the  Illinois  Student
 8    Assistance   Commission   for  its  ordinary  and  contingent
 9    expenses:

12    For Employee Retirement Contributions
13        Paid by Employer..........................      104,100
14    For State Contributions to State

16    For State Contributions to

26        Section 10.  The sum of $100,000, or so much there of  as
27    may  be  necessary,  is  appropriated to the Illinois Student
28    Assistance Commission from the General Revenue Fund for costs
29    associated with federal costs allocation requirements.

 1        Section 15.  The sum of $10,000, or so  much  thereof  as
 2    may  be  necessary,  is  appropriated to the Illinois Student
 3    Assistance Commission from the Higher EdNet  Fund  for  costs
 4    associated  with administration of the Illinois Higher EdNet,
 5    a clearinghouse for  post-secondary education  financial  aid
 6    information.

 7        Section  20.  The  following  named  amounts,  or so much
 8    thereof as  may be necessary, respectively, are  appropriated
 9    to  the  Illinois  Student  Assistance  Commission  from  the
10    Student Loan Operating Fund for its ordinary  and  contingent
11    expenses:

30        Section  25.  The sum of $332,699,800, or so much thereof
31    as may be necessary, is appropriated to the Illinois  Student
32    Assistance  Commission  from  the  General  Revenue  Fund for

 1    payment of grant awards to students eligible to receive  such
 2    awards,  as  provided by law, including up to  $7,000,000 for
 3    transfer into the Monetary Award Program Reserve Fund.

 4        Section 35.  The following  named  amounts,  or  so  much
 5    thereof  as may be necessary, respectively, are  appropriated
 6    from the  General  Revenue  Fund  to the   Illinois   Student
 7    Assistance Commission for the following purposes:
 8                       Grants and Scholarships
 9    For  payment  of  matching  grants to Illinois
10        institutions  to  supplement   scholarship
11        programs, as provided by law..............     $950,000
12    For  payment of Merit Recognition Scholarships
13        to undergraduate students under the  Merit
14        Recognition  Scholarship  Program provided
15        for in Section 31 of the Higher  Education
16        Student Assistance Act....................    5,400,000
17    For  the  payment  of scholarships to students
18        who are children of policemen  or  firemen
19        killed  in  the  line  of duty, or who are
20        dependents of correctional officers killed
21        or permanently disabled  in  the  line  of
22        duty, as provided by law..................      275,000
23    For  payment  of  Illinois  National Guard and
24        Naval     Militia     Scholarships      at
25        State-controlled   universities and public
26        community colleges in Illinois to students
27        eligible  to  receive  such   awards,   as
28        provided by law...........................    4,500,000
29    For payment of military Veterans' scholarships
30        at  State-controlled  universities  and at
31        public  community  colleges  for  students

 9        Section 40.  The sum of $2,700,000, or so much thereof as
10    may  be  necessary,  is appropriated from the General Revenue
11    Fund to the Illinois Student Assistance  Commission  for  the
12    Loan Repayment for Teachers Program.

13        Section  45.  The  following  named  amount,  or  so much
14    thereof  as  may  be  necessary,  is  appropriated  from  the
15    Illinois  Future  Teacher  Corps  Scholarship  Fund  to   the
16    Illinois  Student  Assistance  Commission  for  the following
17    purpose:
18                       Grants and Scholarships
19    For payment of Illinois Future Teacher
20      Corps Scholarships, as provided by law ...........$  50,000

21        Section 46.  The  following  named  amount,  or  so  much
22    thereof as may be necessary, is appropriated from the General
23    Revenue  Fund  to  the Illinois Student Assistance Commission
24    for the following purpose:
25                       Grants and Scholarships
26    For payment of Illinois Future Teacher
27      Corps Scholarships, as provided by law ........$  4,100,000

28        Section 47.  The  following  named  amount,  or  so  much
29    thereof  as  may  be  necessary,  is  appropriated  from  the
30    Contracts  and Grants Fund to the Illinois Student Assistance

 1    Commission for the following purpose:
 2    To support outreach and training activities ........$  50,000

 3        Section 48.  The  following  named  amount,  or  so  much
 4    thereof  as  may  be  necessary,  is  appropriated  from  the
 5    Optometric  Licensing  and  Disciplinary  Board  Fund  to the
 6    Illinois Student  Assistance  Commission  for  the  following
 7    purpose:
 8                       Grants and Scholarships
 9    For payment of scholarships for the
10      Optometric Education Scholarship
11      Program, as provided by law ......................$  50,000

12        Section 50.  The following sum, or so much thereof as may
13    be  necessary,  is  appropriated  from  the  Federal  Student
14    Incentive  Trust  Fund  for  the  Educational  Assistance and
15    Supplemental Leveraging Educational  Assistance  Programs  to
16    the Illinois Student Assistance  Commission for the following
17    purpose:
18                               Grants
19    For  payment  of grant awards to full-time and
20      Part-time students eligible to receive  such
21      Awards, as provided by law..................   $3,700,000

22        Section  60.  The  sum of $150,000, or so much thereof as
23    may be necessary, is appropriated  to  the  Illinois  Student
24    Assistance  Commission  from  the  General  Revenue  Fund for
25    support  of  new  initiatives  to   increase   awareness   of
26    educational and financial aid opportunities among underserved
27    or underrepresented populations.

28        Section  65.  The sum of $220,000,000, or so much thereof
29    as may be necessary, is appropriated from the Federal Student
30    Loan Fund to the Illinois Student Assistance  Commission  for

 1    distribution when necessary as a result of the following: for
 2    guarantees  of  loans  that are uncollectable, for collection
 3    payments to the Student Loan Operating Fund as required under
 4    agreements with the United States Secretary of Education, for
 5    payment to  the  Student  Loan  Operating  Fund  for  Default
 6    Aversion  Fees,  and for other distributions as necessary and
 7    provided for under the Federal Higher Education Act.

 8        Section 70.  The sum of $24,000,000, or so  much  thereof
 9    as  may  be   necessary,    is   appropriated to the Illinois
10    Student Assistance Commission from the Student Loan Operating
11    Fund for distribution as necessary  for  the  following:  for
12    payment  of collection agency fees associated with collection
13    activities for Federal Family Education  Loans,  for  Default
14    Aversion  Fee  reversals,  and for distributions as necessary
15    and provided for under the Federal Higher Education Act.

16        Section 75.  The sum of $5,000,000, or so much thereof as
17    may be necessary, is appropriated  to  the  Illinois  Student
18    Assistance  Commission  from  the Student Loan Operating Fund
19    for costs associated with Federal Loan System Development and
20    Maintenance.

21        Section 80.  The sum of $13,000,000, or so  much  thereof
22    as  may be necessary, is appropriated to the Illinois Student
23    Assistance Commission from the Student  Loan  Operating  Fund
24    for   transfer   to   the   Federal  Student  Loan  Fund  for
25    reimbursement  of  sums  transferred  for   working   capital
26    purposes as permitted by federal law.

27        Section 85.  The sum of $1,300,000, or so much thereof as
28    may  be  necessary,  is appropriated from the Federal Reserve
29    Recall Fund to the Illinois Student Assistance Commission for
30    default prevention activities.

 1        Section 90.  The sum of $300,000,  or  so  much  of  that
 2    amount as may be necessary, is appropriated from the Accounts
 3    Receivable Fund to the Illinois Student Assistance Commission
 4    for  costs  associated  with  the  collection  of  delinquent
 5    scholarship awards pursuant to the Illinois State  Collection
 6    Act of 1986.

 7        Section  95.  The  following  named  amount,  or  so much
 8    thereof as may be necessary, is appropriated from the Federal
 9    Student Assistance Scholarship Fund to the  Illinois  Student
10    Assistance Commission for the following purpose:
11      For payment of Robert C. Byrd
12       Honors Scholarships........................   $1,800,000

13        Section  100.  The  sum of $70,000, or so much thereof as
14    may be  necessary,  is appropriated to the  Illinois  Student
15    Assistance  Commission  from  the  University  Grant Fund for
16    payment of  grants  for  the  Higher Education License  Plate
17    Program, as provided by law.

18        Section  105.  The  sum of $50,000, or so much thereof as
19    may be necessary, is appropriated  to  the  Illinois  Student
20    Assistance  Commission  from  the Contract and Grants Fund to
21    support outreach and training activities.

22        Section 110.  The following  named  amount,  or  so  much
23    thereof as may be necessary, is appropriated from the Federal
24    Reserve  Recall  Fund  to  the  Illinois  Student  Assistance
25    Commission for the following purpose:
26    For student loan reserve recalled by the
27      Secretary of Education, United States
28      Department of Education, for transfer to
29      the Federal Student Loan Fund ....................$  50,000

 1        Section  115.  The  following  named  amount,  or so much
 2    thereof as may be necessary, is appropriated from the Federal
 3    Student Assistance Scholarship Fund to the  Illinois  Student
 4    Assistance Commission for the following purpose:
 5    For transferring repayment funds collected
 6      under the Paul Duglas Teacher Scholarship
 7      Program to the U.S. Treasury ....................$  400,000

 8        Section  120.  The  following  named  amount,  or so much
 9    thereof  as  may  be  necessary,  is  appropriated  from  the
10    Illinois Student Loan Operations Fund to the Illinois Student
11    Assistance Commission for the following purpose:
12    Enhance Outreach and Awareness ......................$162,500
13    E-Learning Initiative ..............................  250,000
14        Total                                            $412,500

15        Section 99.  Effective date.  This Act  takes  effect  on
16    July 1, 2003.
