 1        AN ACT making appropriations.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4                              ARTICLE 1

 5        Section 5.  The sum of $56,091,100, or so much thereof as
 6    may  be  necessary,  is appropriated from the General Revenue
 7    Fund to the Board of Trustees of Western Illinois  University
 8    for any expenditures or purposes authorized by law, including
 9    payment  to  the University for personal services and related
10    costs incurred.

11        Section 10.  The amount of $10,000, or so much thereof as
12    may be necessary, is appropriated from the State College  and
13    University  Trust  Fund  to  the Board of Trustees of Western
14    Illinois University for scholarship  grant  awards  from  the
15    sale of collegiate license plates.

16        Section  99.   Effective  date.  This Act takes effect on
17    July 1, 2003.
