 1        AN ACT in relation to public aid.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.   The  Illinois Public Aid Code is amended by
 5    changing Section 3-2 as follows:

 6        (305 ILCS 5/3-2) (from Ch. 23, par. 3-2)
 7        Sec. 3-2. Conditions  for  basic  maintenance  grants  to
 8    persons  receiving  institutional  care.     A  resident of a
 9    public or private home or institution maintained for the care
10    of persons who are sick, convalescent, infirm or  chronically
11    ill,  may,  if  otherwise qualified, be granted financial aid
12    for basic maintenance, subject to the rules  and  regulations
13    of  the Illinois Department, if the facilities of the home or
14    institution are in conformity with  standards  prescribed  by
15    the  Department of Public Health for safeguarding the health,
16    safety,  and  comfort  of  the  residents  of  the  home   or
17    institution  thereof,  and  provide  such  services as may be
18    prescribed by the Illinois  Department  for  enhancing  their
19    rehabilitation or increasing their capacity for self-care.
