 1        AN ACT concerning aging.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The Illinois Act on the Aging is  amended  by
 5    adding Section 4.07 as follows:

 6        (20 ILCS 105/4.07 new)
 7        Sec.  4.07.  Home-delivered  meals.  Every citizen of the
 8    State of Illinois  who  qualifies  for  home-delivered  meals
 9    under  the  federal  Older  Americans  Act  shall be provided
10    services, subject to  appropriation.   The  Department  shall
11    file  a  report  with  the  General Assembly and the Illinois
12    Council on Aging by January 1 of each year.  The report shall
13    include, but not be limited to,  the  following  information:
14    (i)  estimates,  by county, of citizens denied service due to
15    insufficient funds during the preceding fiscal year  and  the
16    potential  impact on service delivery of any additional funds
17    appropriated for the current  fiscal  year;  (ii)  geographic
18    areas and special populations unserved and underserved in the
19    preceding  fiscal  year;  (iii) estimates of additional funds
20    needed to permit the full funding  of  the  program  and  the
21    statewide  provision  of  services  in  the next fiscal year,
22    including  staffing  and  equipment  needed  to  prepare  and
23    deliver meals; (iv) recommendations for increasing the amount
24    of  federal   funding   captured   for   the   program;   (v)
25    recommendations  for  serving  unserved and underserved areas
26    and special populations, to  include  rural  areas,  dietetic
27    meals,  weekend  meals, and 2 or more meals per day; and (vi)
28    any other information needed to assist the  General  Assembly
29    and  the  Illinois  Council  on Aging in developing a plan to
30    address unserved and underserved areas of the State.
