 1        AN ACT regarding education.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.   The  School  Code  is  amended  by changing
 5    Section 27-3 as follows:

 6        (105 ILCS 5/27-3) (from Ch. 122, par. 27-3)
 7        Sec. 27-3.  Patriotism and principles  of  representative
 8    government  -  Proper use of flag - Method of voting - Pledge
 9    of Allegiance.  American patriotism  and  the  principles  of
10    representative  government,  as  enunciated  in  the American
11    Declaration of Independence, the Constitution of  the  United
12    States  of  America  and  the  Constitution  of  the State of
13    Illinois, and the proper use  and  display  of  the  American
14    flag,  shall  be  taught  in  all  public  schools  and other
15    educational institutions supported or maintained in whole  or
16    in   part  by  public  funds.  No  student  shall  receive  a
17    certificate of  graduation  without  passing  a  satisfactory
18    examination  upon  such subjects.  The examination must cover
19    material  presented  in  the  most  recent  version  of   the
20    Constitution  Study  Guide  produced  by  the  State Board of
21    Education and must conform  to  the  relevant  knowledge  and
22    skills outlined in the Illinois Learning Standards.
23        Instruction  shall  be  given  in  all  such  schools and
24    institutions in the method of voting at elections by means of
25    the Australian Ballot system and the method of  the  counting
26    of votes for candidates.
27        The Pledge of Allegiance shall be recited each school day
28    by   pupils   in   elementary   and   secondary   educational
29    institutions  supported  or maintained in whole or in part by
30    public funds.

 1        Section 90.  The State Mandates Act is amended by  adding
 2    Section 8.27 as follows:

 3        (30 ILCS 805/8.27 new)
 4        Sec.  8.27.  Exempt  mandate.  Notwithstanding Sections 6
 5    and 8 of this Act, no reimbursement by the State is  required
 6    for  the  implementation  of  any  mandate  created  by  this
 7    amendatory Act of the 93rd General Assembly.

 8        Section  99.   Effective  date.  This Act takes effect on
 9    July 1, 2003.
