 1        AN ACT concerning minorities and women in the workforce.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The  Department  of  Labor  Law of the Civil
 5    Administrative Code of Illinois is amended by adding  Section
 6    1505-170 as follows:

 7        (20 ILCS 1505/1505-170 new)
 8        Sec.   1505-170.  Apprenticeship  study.  The  Department
 9    shall conduct a study to determine the causes of and remedies
10    for any barriers that minorities and women  face  in  gaining
11    access  to  labor union apprenticeship programs in the State.
12    The Department shall report the results of the study  to  the
13    Governor  and  General  Assembly  no  later than Labor Day in
14    2004.  This Section is repealed on January 1, 2005.

15        Section 99.  Effective date.  This Act takes effect  upon
16    becoming law.
