 1        AN ACT in relation to education.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The  Higher Education Student Assistance Act
 5    is amended by changing Section 95 as follows:

 6        (110 ILCS 947/95)
 7        Sec.  95.  Capacity  of  Minors.  Any  person   otherwise
 8    qualifying  for  a  loan  guaranteed  or  originated  by  the
 9    Commission shall not be disqualified by reason of being under
10    the  age  of  21  years;  and each such person shall have the
11    rights, powers, privileges and obligations  of  a  person  of
12    full age with respect thereto.
