HOUSE RESOLUTION

 
2     WHEREAS, Consumer Reports magazine has reported that 58
3 children in the United States were accidentally killed by
4 backing vehicles during 2002; and
 
5     WHEREAS, An estimated 60% of these fatalities involve
6 drivers who were parents or close relatives of the victims; and
 
7     WHEREAS, More than 100 additional children have been killed
8 or injured in accidents involving a vehicle's power window;
9 therefore be it
 
10     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
12 urge our elected Representatives and Senators in the United
13 State Congress to enact legislation requiring the U.S.
14 Secretary of Transportation to keep a separate annual record of
15 all motor vehicle accidents in which a vehicle backed into or
16 backed over a pedestrian and a separate annual record of all
17 accidents in which a person was injured by the power window of
18 a motor vehicle, to analyze these records, and to submit a
19 report of his or her findings to the U.S. Senate and the U.S.
20 House of Representatives no later than March 31, 2006, and no
21 later than March 31 of each succeeding calendar year; and be it
22 further
 
23     RESOLVED, That we urge our elected Representatives and
24 Senators in the United States Congress to enact additional
25 legislation requiring a hospital that treats a person under the
26 age of 18 years injured in an accident to report the accident
27 to the nearest trauma unit for record keeping, and to enact
28 legislation requiring that every death certificate concerning
29 the accidental death of a person under the age of 18 years be
30 accompanied by a detailed report as to the cause of the
31 person's death; and be it further

1     RESOLVED, That suitable copies of this resolution be
2 delivered to the president pro tempore of the U.S. Senate, the
3 Speaker of the U.S. House of Representatives, the U.S.
4 Secretary of Transportation, and each member of the Illinois
5 congressional delegation.
