HOUSE RESOLUTION

WHEREAS, Consumer Reports magazine has reported that 58 children in the United States were accidentally killed by backing vehicles during 2002; and

WHEREAS, An estimated 60% of these fatalities involve drivers who were parents or close relatives of the victims; and

WHEREAS, More than 100 additional children have been killed or injured in accidents involving a vehicle's power window; therefore be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge our elected Representatives and Senators in the United State Congress to enact legislation requiring the U.S. Secretary of Transportation to keep a separate annual record of all motor vehicle accidents in which a vehicle backed into or backed over a pedestrian and a separate annual record of all accidents in which a person was injured by the power window of a motor vehicle, to analyze these records, and to submit a report of his or her findings to the U.S. Senate and the U.S. House of Representatives no later than March 31, 2006, and no later than March 31 of each succeeding calendar year; and be it further

RESOLVED, That we urge our elected Representatives and Senators in the United States Congress to enact additional legislation requiring a hospital that treats a person under the age of 18 years injured in an accident to report the accident to the nearest trauma unit for record keeping, and to enact legislation requiring that every death certificate concerning the accidental death of a person under the age of 18 years be accompanied by a detailed report as to the cause of the person's death; and be it further

RESOLVED, That suitable copies of this resolution be delivered to the president pro tempore of the U.S. Senate, the Speaker of the U.S. House of Representatives, the U.S. Secretary of Transportation, and each member of the Illinois congressional delegation.
