| HOUSE RESOLUTION

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |

| NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 4 |
| there is created the Community Investment Corporation |
| 5 |
| Development Task Force consisting of 9 members appointed as |
| 6 |
| follows: one member appointed by the Director of Commerce and |
| 7 |
| Economic Opportunity, 2 members appointed by the President of |
| 8 |
| the Senate, 2 members appointed by the Minority Leader of the |
| 9 |
| Senate, 2 members appointed by the Speaker of the House of |
| 10 |
| Representatives, and 2 members appointed by the Minority Leader |
| 11 |
| of the House of Representatives; and be it further
|
| 12 |
| RESOLVED, That the Task Force must gather information |
| 13 |
| regarding the establishment and operation of community |
| 14 |
| investment corporations in the State, including information: |
| 15 |
| (1) establishing policies regarding community |
| 16 |
| investment corporations; |
| 17 |
| (2) approving community investment corporations in the |
| 18 |
| State or regionally;
|
| 19 |
| (3) establishing guidelines for local referenda to |
| 20 |
| determine the participation plan for allocation, |
| 21 |
| shareholder governance rights, and repurchase of shares of |
| 22 |
| community investment corporations; and |
| 23 |
| (4) establishing tax incentives for community |
| 24 |
| investment corporations in order to encourage their use and |
| 25 |
| effectiveness; and be it further
|
| 26 |
| RESOLVED, That the Task Force must report its findings to |
| 27 |
| the
General Assembly on or before December 31, 2004; and be it |
| 28 |
| further
|
| 29 |
| RESOLVED, That a copy of this resolution be presented to |
| 30 |
| the Director of Commerce and Economic Opportunity, the |
| 31 |
| President of the Senate, the Minority Leader of the Senate, the
|
| 32 |
| Speaker of the House of Representatives, and the Minority |
