| HOUSE RESOLUTION
|
| 2 |
| WHEREAS, The members of the Illinois House of |
| 3 |
| Representatives wish to congratulate Village Manager Paul |
| 4 |
| McCarthy of Glenview on his retirement in July of 2004; and
|
| 5 |
| WHEREAS, Mr. McCarthy earned a Master of Arts in Public |
| 6 |
| Administration from Penn State University; and
|
| 7 |
| WHEREAS, He served as Assistant Village Manager for |
| 8 |
| Naperville and served as Village Manager for Springfield, |
| 9 |
| Vermont, and Ocean City, New Jersey; he has spent 33 years in |
| 10 |
| public service, with 22 of those years as Village Manager of |
| 11 |
| Glenview; and
|
| 12 |
| WHEREAS, During his tenure at Glenview, he achieved Moody's |
| 13 |
| highest bond rating, AAA, the highest possible rating given to |
| 14 |
| governments, which means saving millions of dollars by paying |
| 15 |
| low interest rates on borrowed bonds to fund capital projects; |
| 16 |
| other notable achievements during his tenure include, |
| 17 |
| overseeing the redevelopment of The Glen as it moved from being |
| 18 |
| a Naval Air Station to a mixed-use development, the purchase of |
| 19 |
| two privately-owned water companies, the elimination of double |
| 20 |
| taxation, and the construction of several municipal buildings |
| 21 |
| and two affordable senior housing developments; therefore, be |
| 22 |
| it

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 24 |
| NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
| 25 |
| congratulate Paul McCarthy on his retirement after many |
| 26 |
| dedicated years of public service to the Glenview community; |
| 27 |
| and be it further

| RESOLVED, That a suitable copy of this resolution be |
| 29 |
| presented to Paul McCarthy as a token of our respect and |
| 30 |
| esteem.
