| HOUSE RESOLUTION

| WHEREAS, It has long been the policy of this State to | 3 |
| authorize various efforts to supplement educational and | 4 |
| home-based activities in support of developing youth; and
| 5 |
| WHEREAS, Although current efforts to support developing | 6 |
| youth are well-intended, laudable, and, in some cases, | 7 |
| well-received, they are unable to fill the broad spectrum of | 8 |
| existing need; and | 9 |
| WHEREAS, It has been clearly demonstrated that | 10 |
| community-based one-to-one mentoring relationships between | 11 |
| youth and caring volunteer adults have proven to reduce the | 12 |
| likelihood of drug and alcohol use by 27%-46%, deter juvenile | 13 |
| delinquency, improve classroom performance and school | 14 |
| attendance by 58%, and improve family relationships; and | 15 |
| WHEREAS, the extremely worthwhile nature of one-to-one | 16 |
| mentoring efforts has been documented by a comprehensive study | 17 |
| conducted by the highly respected Public Private Ventures | 18 |
| Study, declaring a need for a national initiative to encourage | 19 |
| and expand mentoring efforts; and | 20 |
| WHEREAS, it is necessary to study and design a more | 21 |
| inclusive delivery system for the support of at-risk youth | 22 |
| through one-to-one mentoring programs; therefore, be it
| 23 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 24 |
| NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that a | 25 |
| new, sustainable, community-based one-to-one mentoring effort | 26 |
| is necessary to maximize the potential of the estimated 475,000 | 27 |
| at-risk young people of this State; and be it further
| 28 |
| RESOLVED, That a Task Force on One-to-One Mentoring | 29 |
| Programs is established and shall be composed of 4 members |

| appointed by the Speaker and 4 members appointed by the | 2 |
| Minority Leader; and be it further | 3 |
| RESOLVED, That the Task Force is directed to convene | 4 |
| hearings, at the earliest possible date, in Springfield, | 5 |
| Chicago, and other sites determined by the Task Force, in order | 6 |
| to take testimony concerning the best course of action to meet | 7 |
| its goal of providing one-to-one mentoring programs to at-risk | 8 |
| youth; and be it further | 9 |
| RESOLVED, That the Task Force report to the House of | 10 |
| Representatives no later than January 1, 2005 concerning its | 11 |
| recommendations for program modifications and expansions for | 12 |
| consideration during the 94th General Assembly.
