 1                          HOUSE RESOLUTION

 2        WHEREAS,  In  order  for  State  government  to   operate
 3    effectively,  facilities  must be efficiently maintained with
 4    attention to worker and citizen health and safety; and

 5        WHEREAS, Since 1954, a significant number  of  government
 6    services  have  been provided through the 448,000 square feet
 7    of work space within the William G. Stratton Building; and

 8        WHEREAS, In the 50-year span  of  the  operation  of  the
 9    William  G.  Stratton Building, the technology, services, and
10    practice of workplace safety have changed dramatically; and

11        WHEREAS,  While  reasonable  facility  lifespan  requires
12    periodic major rehabilitation, the  monitoring  of  potential
13    hazards  will  require the expenditure of significant sums to
14    ensure the health and welfare of  workers  and  visitors  and
15    will  compound  the  expenditure of additional sums for other
16    building systems to accommodate new technology; and

17        WHEREAS, In 2001, polychlorinated biphenyls (PCB's)  were
18    found in leaking ballast in the William G. Stratton Building;
19    and

20        WHEREAS,   The  required  abatement  programs  and  other
21    upgrades have been  thoroughly  documented  by  the  Illinois
22    Legislative  Space  Needs Commission and the Illinois Capital
23    Development Board; and

24        WHEREAS, Since 2002, the State of Illinois has cooperated
25    with the City of  Springfield  concerning  the  work  of  the
26    Regional/Urban  Design  Assistance  Team  (RUDAT)  concerning
27    significant  revitalization  efforts in the central city; and
28    therefore, be it

29        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
30    NINETY-THIRD  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that

 1    safety, health, and technological factors make it unrealistic
 2    and not fiscally feasible  to  rehabilitate  the  William  G.
 3    Stratton Building; and be it further

 4        RESOLVED, That steps be taken to plan for the replacement
 5    of  the  governmental  work  space in the William G. Stratton
 6    Building in reasonable accordance with  the  RUDAT  findings;
 7    and be it further

 8        RESOLVED,  That  a  suitable  copy  of this resolution be
 9    presented to the Governor, the Chairman  of  the  Legislative
10    Space  Needs  Commission,  the chief executive officer of the
11    Capital Development Board, and the  responsible  parties  for
12    implementation  on  a  timeframe  consistent with the need to
13    maintain orderly operations and fiscal responsibility.
