 1                          HOUSE RESOLUTION

 2        WHEREAS, The members of the House of  Representatives  of
 3    the State of Illinois are pleased to congratulate Dr. Anthony
 4    J. Leggett on winning the 2003 Nobel Prize in physics; and

 5        WHEREAS,  Dr.  Leggett is a world leader in the theory of
 6    low-temperature  physics  and  a  faculty   member   at   the
 7    University of Illinois at Urbana-Champaign; he was lauded for
 8    pioneering contributions to the theory of superconductors and
 9    superfluids; his discovery, that superfluids exhibit the same
10    properties observed in quantum mechanics, can be used to help
11    test  whether  the  laws  of  quantum physics hold on a large
12    scale; and

13        WHEREAS, Dr. Leggett holds the John D. and  Catherine  T.
14    MacArthur  Chair  of Physics and is a professor in the Center
15    of Advanced Study at the University of  Illinois;  he  shaped
16    the theoretical understanding of normal and superfluid helium
17    liquids and other strongly coupled superfluids; in the 1970s,
18    he formulated a decisive theory explaining how atoms interact
19    and  are  ordered in the superfluid state of the rare isotope
20    He-3; and

21        WHEREAS, Dr. Leggett's  groundbreaking  theoretical  work
22    has   helped   provide   a   better   understanding  of  both
23    high-temperature   superconductivity   and    low-temperature
24    superfluidity;  he  was cited in the announcement of the 1996
25    Nobel Prize in physics for assisting  the  prize  winners  in
26    their  interpretation  of  the  experiments  that  led  to  a
27    breakthrough   in   low-temperature  physics;  his  areas  of
28    research also have included foundations of quantum  mechanics
29    and  the thermal and acoustic properties of glass; therefore,
30    be it

31        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
32    NINETY-THIRD  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that

 1    we congratulate Dr. Anthony  J.  Leggett  on  being  named  a
 2    winner of the 2003 Nobel Prize in physics; and be it further

 3        RESOLVED,  That  a  suitable  copy  of this resolution be

 5    esteem.
