 1                          HOUSE RESOLUTION

 2        WHEREAS, The State of Illinois is in a fiscal crisis, and
 3    is facing one of the largest deficits in the  recent  history
 4    of the State; and

 5        WHEREAS,  The  General  Assembly and Judges have rejected
 6    their COLA for FY03 returning  $12  million  and  Merit  Comp
 7    Employees  will  not  receive  a  salary increase and will be
 8    required to pay their retirement contribution,  taking  a  6%
 9    hit in FY04; and

10        WHEREAS, There are approximately 32,100 members of AFSCME
11    and 5,000 members of the Teamsters Union who are employees of
12    the State of Illinois; and

13        WHEREAS,  The FY04 budget is still a work in progress and
14    Governor  Blagojevich  has  asked  the  General  Assembly  to
15    curtail spending and has said that everyone  must  share  the
16    pain; therefore, be it

17        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
18    NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS,  that
19    the  General  Assembly  calls  on Governor Rod Blagojevich to
20    request that the Teamsters and  AFSCME  open  their  contract
21    with the State; and be it further

22        RESOLVED,   That  the Teamsters and AFSCME relinquish any
23    COLA and/or pay raise for FY04 in order to share the pain and
24    sacrifice due to the current budget crisis.
