 1                          HOUSE RESOLUTION

 2        WHEREAS, The members of the House of  Representatives  of
 3    the  State of Illinois wish to  congratulate Dr. Richard Best
 4    on the occasion of his retirement as Superintendent of Lindop
 5    School District 92; and

 6        WHEREAS, Dr.  Best  received  his  Bachelor  of  Arts  in
 7    psychology  from Amherst College in Amherst, Massachusetts in
 8    1977;  he  pursued  a  master's  degree  in  curriculum   and
 9    instruction at Harvard University in Cambridge, Massachusetts
10    and  the  degree  of  EdM  was conferred upon him in 1983; he
11    earned a PhD in educational leadership from the University of
12    Illinois at Chicago in 1997; and

13        WHEREAS, Dr. Best began his work in school administration
14    as Associate Principal in Glenview District 23; he served  as
15    Principal  in  Lincolnshire  District  103  and  Director  of
16    Curriculum  in  West  Northfield District 31; he is currently
17    serving as Superintendent of Lindop School District 92 and is
18    also  an  instructor  in   the   Education   and   Leadership
19    Departments  with  National  Louis University in Evanston and
20    Trinity University in Bannockburn; and

21        WHEREAS, Dr. Best's years at Lindop School District  have
22    been  marked with many accomplishments; he established a full
23    day kindergarten  program  and  a  middle  school  model;  he
24    redefined  the  literacy program that resulted in significant
25    improvement in student achievement; he engaged the  community
26    in  conversation to determine common values and set goals for
27    the future of  the  district  as  well  as  improving  parent
28    involvement  in  the school and community volunteer programs;
29    he led the district to access  all  available  resources  for
30    additional  dollars and initiated plans for the $10.8 million
31    building  project;  in  addition,  during  his  tenure,   the
32    district  passed  a  school  building  referendum  with  84.2

 1    percent  approval,  and he significantly improved the role of
 2    technology in the instructional  programs  of  the  district;
 3    therefore, be it

 4        RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF NINETY-THIRD
 5    GENERAL   ASSEMBLY   OF   THE  STATE  OF  ILLINOIS,  that  we
 6    congratulate Dr. Richard L.  Best  on  the  occasion  of  his
 7    retirement  as  Superintendent  of Lindop School District 92,
 8    and we thank him  for  his  many  years  of  service  to  the
 9    students of Illinois; and be it further

10        RESOLVED,  That  a  suitable  copy  of this resolution be
11    presented to Dr. Richard L. Best  as  an  expression  of  our
12    respect  and  esteem  and with best wishes for a peaceful and
13    relaxing retirement.
