 1                          HOUSE RESOLUTION

 2        WHEREAS, Illinois  produces  around  30%  of  the  United
 3    States' enthanol supply; and

 4        WHEREAS,  Ethanol  production  uses  at  least one out of
 5    every six rows of corn grown in Illinois; and

 6        WHEREAS, E85 blended fuel consists of up to  85%  ethanol
 7    and 15% gasoline; and

 8        WHEREAS, Ethanol is an environmentally friendly fuel that
 9    enhances  the  nation's  economy  and  helps  provide  energy
10    security; and

11        WHEREAS, A flexible fuel vehicle (FFV) allows a driver to
12    use  any  combination  of  gasoline  or  ethanol,  from  100%
13    unleaded gasoline to 85% ethanol; and

14        WHEREAS,  Flexible  fuel  vehicles  may  be identified by
15    certain characters in their vehicle  identification  numbers;
16    and

17        WHEREAS,  Flexible fuel vehicles are able to use E85 fuel
18    or gasoline in any combination from a single tank; and

19        WHEREAS, Vehicles utilizing E85 help  reduce  hydrocarbon
20    and  benzene  emissions  compared to vehicles using gasoline;
21    and

22        WHEREAS, E85 produces around 30%  to  40%  less  tailpipe
23    emissions than are produced by gasoline; and

24        WHEREAS,   The   members   of   the   Illinois  House  of
25    Representatives understand the importance  of  the  continued
26    development  and  expansion  of  markets  for  E85  and other
27    bio-fuels in Illinois; therefore be it

28        RESOLVED,  BY  THE  HOUSE  OF  REPRESENTATIVES   OF   THE
29    NINETY-THIRD  GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that

 1    the State of Illinois needs  to  support  the  production  of
 2    ethanol  and  the  creation  of  markets  for  E85  and other
 3    bio-fuels in the State; and be it further

 4        RESOLVED, That we urge the Illinois Secretary of State to
 5    create a database of registered flexible fuel vehicles in the
 6    State by zip code area, based upon a  vehicle's  make,  model
 7    and vehicle identification number; and be it further

 8        RESOLVED,  That  the  Illinois  Secretary of State should
 9    create a listing of the  number  of  flexible  fuel  vehicles
10    located  within  each  zip code in the State in a printed and
11    electronic format; and be it further

12        RESOLVED, That the Illinois  Secretary  of  State  should
13    make  this  listing  available to the public by July 1, 2003;
14    and be it further

15        RESOLVED, That a suitable  copy  of  this  resolution  be
16    provided  to the Honorable Jesse White, Illinois Secretary of
17    State.
