| HOUSE RESOLUTION

| WHEREAS, The members of the House of Representatives of the | 3 |
| State of Illinois learned with sadness of the death of Charles | 4 |
| Edward Clifton of Chicago on Sunday, August 15, 2004; and
| 5 |
| WHEREAS, Mr. Clifton was born on February 11, 1959 in | 6 |
| Milwaukee, Wisconsin; he earned a B.A. in U.S. history at San | 7 |
| Francisco State University in 1993 and master's degrees from | 8 |
| Dartmouth College in 1995 and the University of Chicago in | 9 |
| 2002; and
| 10 |
| WHEREAS, Mr. Clifton began his career with Test Positive | 11 |
| Aware Network (TPAN) in Chicago in 1995; in 2000, he assumed | 12 |
| the duties of editor of "Positively Aware", a leading HIV | 13 |
| treatment journal; in July of 2002, Mr. Clifton was appointed | 14 |
| executive director of TPAN; and
| 15 |
| WHEREAS, Mr. Clifton worked with the Chicago Department of | 16 |
| Public Health's STD/HIV/AIDS Public Policy and Program | 17 |
| division on numerous important initiatives, including serving | 18 |
| as a member of the HIV Prevention Planning Group; he had served | 19 |
| as co-chair of the Policy Committee and as a member of the | 20 |
| Executive Committee for the AIDS Foundation Chicago's Service | 21 |
| Providers Council for the past several years; he served on the | 22 |
| Editorial Advisory Board of PositiveWords.com, was a member of | 23 |
| the Steering Committee of the AIDS Treatment Activists | 24 |
| Coalition (ATAC), chaired the Community Advisory Board of the | 25 |
| Conference on Retroviruses and Opportunistic Infections, and | 26 |
| chaired the Executive Committee of the North American Treatment | 27 |
| Action Forum; he was frequently asked to serve as keynote | 28 |
| speaker or presenter at AIDS seminars, advocacy symposiums, and | 29 |
| health clinic events; and

| WHEREAS, The passing of Charles E. Clifton has been deeply | 31 |
| felt by many, especially his partner, Kurt Kausch, Ph.D.; his |

| mother, Claudell Clifton Weaver; his sisters, Charlotte Renee | 2 |
| Jones and Carmen Elizabeth Cole-Crawford (Angelo); his | 3 |
| grandmother, Betsy Eichelberger; his nieces, Chanda Clifton | 4 |
| (Navy), Rosland Jones, Chadena Jones, and Claudia Cole; his | 5 |
| nephew, Jahson Jones; his daughter, La Tosha; his grandson and | 6 |
| granddaughter; his numerous aunts, uncles, cousins, and dear | 7 |
| friends, including James Moore, Selena Bretl, Lori King, and | 8 |
| Patricia Williams-Lessane; and his other friends all over the | 9 |
| world who mourn his untimely death and cherish his zest for | 10 |
| savoring the "moments" of life; he was preceded in death by his | 11 |
| stepfather, Donald Robert Weaver, and his father, Charles | 12 |
| Edward Clifton, Sr.; therefore, be it
| 13 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 14 |
| NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | 15 |
| mourn the passing of Charles Edward Clifton who was a | 16 |
| well-respected and passionate advocate for people living with | 17 |
| HIV, and we extend our deepest sympathy to his family, friends, | 18 |
| and all who knew and loved him; and be it further
| 19 |
| RESOLVED, That a suitable copy of this resolution be | 20 |
| presented to the family of Mr. Clifton as an expression of our | 21 |
| sincere condolences.
