HOUSE RESOLUTION

WHEREAS, The members of the House of Representatives of the State of Illinois are pleased to congratulate Captain Francis "Fran" McCarthy on the occasion of his retirement after 32 years of service with the Chicago Police Department; and

WHEREAS, Fran was first appointed on November 20, 1972 with Star #7663; he was assigned to the 6th Police District upon graduation from the police academy and then to R & D; he was promoted to Sergeant on April 1, 1981 with Star #769 and assigned to Traffic; he was then promoted to Lieutenant in the 7th Police District with Star #555; and

WHEREAS, In July 1991, Fran was assigned to the 9th Police District; he served as a Tactical Lieutenant from March 31, 1994 until 2000 after getting Molloy dumped to the Detective Division; as a Tactical Lieutenant he helped restore safety in the gang-infested community by instilling fear to gang members and being tough on crime; he was assigned to the Special Functions Group; and

WHEREAS, Fran was promoted to Captain on December 28, 2000 with Star #55 and was assigned to the 21st Police District; he retired on May 15, 2004, when he gave his last roll call in the company of his wife, children, parents, and many friends and family; and

WHEREAS, During his tenure with the Chicago Police Department, Captain McCarthy was the recipient of several commendations, including one Superintendent Award of Merit, one Special Commendation, two Department Commendations, 30 Honorable Mentions, and 10 Complimentary Letters; and

WHEREAS, Captain McCarthy is loved, respected, and revered by the members of the 21st District, where he will be severely missed by them and all who served with and under his direction; he will be honored at a retirement celebration on July 15, 2004; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Captain Francis "Fran" McCarthy on the occasion of his retirement from the Chicago Police Department after 32 years of service; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Captain McCarthy as an expression of our sincerest respect and esteem and with our many thanks for his devotion to the safety of the citizens of Chicago for so many years.
