HOUSE RESOLUTION

WHEREAS, The members of the House of Representatives of the State of Illinois are pleased to congratulate Richard E. Davis of Bloomington on the occasion of his retirement from the Bloomington Police Department after 31 years of service in law enforcement; and

WHEREAS, Mr. Davis graduated from Pontiac Township High School in Pontiac in 1970 and attended Winston Churchill Junior College in Pontiac; and

WHEREAS, Mr. Davis valiantly served his country as a member of the 123rd Infantry Unit of the United States Army/Illinois National Guard, based in Pontiac; he attended basic training and advanced individual training at Ft. Jackson in Columbia, South Carolina; he participated in non-commissioned officer training at Fort Still, Oklahoma, in 1976; he was honorably discharged with the rank of Sergeant E-5 in 1977; and

WHEREAS, In 1973, Mr. Davis attended the University of Illinois Police Training Institute in Champaign, where he completed basic police recruit and breath alcohol analysis studies; he studied major homicide investigation at the Midwest Organized Crime Information Center in Springfield, Missouri, and undercover police operations at the Federal Law Enforcement Training Center in Glynco, Georgia, in 1985; in 1998, he attended the School of Police Staff and Command at the Northwestern University Center for Public Safety in Evanston; and

WHEREAS, Mr. Davis began his career with the police force with the City of Pontiac, Illinois Police Department as a police officer in 1973; he became a Hit and Run Accident Investigator for the City of Bloomington, Illinois Police Department in 1977; he worked his way through the ranks at the Bloomington Police Department, serving as Stolen Vehicle Investigator, Crime Prevention Officer, Patrol Officer, Detective in the Criminal Investigations Unit, Patrol Sergeant, Sergeant-Pro/Active Gang Suppression Unit Supervisor, Detective Sergeant, Commander of the Vice and Narcotics Unit, and Sergeant-Administrative Training Sergeant/Quartermaster, and

WHEREAS, Sergeant Davis has been the recipient of many honors during his tenure with the police force; he received a Unit Citation from the Bloomington Police Department in 1997 and 2000, was honored by the Sons of the American Revolution as McLean County Officer of the Year in 2000 and with the Bronze Good Citizenship Award in 2001, and he received a Distinguished Achievement Award from the Bloomington Police Department in 2000; and

WHEREAS, Sergeant Davis is active in many professional organizations including the American Society of Law Enforcement Trainers, the Policemen's Benevolent and Protective Association of Illinois Unit #21, the Northwestern University Traffic Institute Alumni Association, and the Mobile Unit 8 Training Board; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Richard E. Davis of Bloomington on the occasion of his retirement from the Bloomington Police Department after 31 years of service in law enforcement; and be it further

RESOLVED, That a suitable copy of this resolution be presented to Sergeant Davis as an expression of our respect and esteem and with best wishes for a relaxing retirement.
