HOUSE JOINT RESOLUTION

 
2     WHEREAS, More than 43 million people in the United States
3 (nearly one in six) do not have health insurance; this figure
4 is increasing by about one million per year as more and more
5 Americans "slip through the cracks" of the health care system;
6 and
 
7     WHEREAS, According to the U.S. Department of Health and
8 Human Services, seven out of eight of the uninsured in America
9 live in families with at least one working adult; because
10 employer-based health coverage is declining (particularly in
11 small firms), an increasing number of working Americans do not
12 have health insurance; and
 
13     WHEREAS, Free clinics are volunteer-based providers of
14 free or low-cost healthcare services to medically uninsured and
15 under-insured people; and
 
16     WHEREAS, The care provided at these clinics is provided
17 entirely by volunteer physicians and healthcare professionals
18 who donate their time and skills; and
 
19     WHEREAS, There are over 30 such free clinics serving the
20 underserved people of Illinois; and
 
21     WHEREAS, Funding for the clinics comes from a variety of
22 sources: individual donors, businesses, religious
23 organizations, private foundations, and program-based local,
24 State, and federal grants; therefore, be it
 
25     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
26 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
27 SENATE CONCURRING HEREIN, that a free medical clinic may
28 receive reimbursement from the Illinois Department of Public
29 Aid or may receive partial reimbursement from a patient based

1 upon his or her ability to pay, provided that any such payments
2 shall be used only to pay overhead expenses of operating the
3 free medical clinic and may not be used, in whole or in part,
4 to provide a fee or other compensation to any other person
5 licensed under the Medical Practice Act of 1987 or any other
6 health care professional who receives an exemption under the
7 law; medical care shall not include the use of general
8 anesthesia or require an overnight stay in a healthcare
9 facility.
