SYNOPSIS AS INTRODUCED:

775 ILCS 5/7-113 new

    Amends the Illinois Human Rights Act. Provides that, when a person files an employer report form with the Department of Human Rights as specified to establish eligibility to be awarded a contract by a State agency, the person must pay a registration fee in an amount determined by the Department by rule. Provides that a person must also pay a registration fee in an amount determined by the Department by rule when the person files for renewal of eligibility. Provides that 50% of the fees shall be paid into the General Revenue Fund and 50% shall be paid into the Department of Human Rights Special Fund, a new special fund in the State treasury (and amends the State Finance Act to list the new fund as a special fund). Provides that moneys in the Fund shall be used solely to fund the Department of Human Rights Compliance Division's public contractor compliance monitoring program, State agency affirmative action mandates via the Compliance Division's liaison unit, and other Department programs and activities. Effective January 1, 2005.

1     AN ACT concerning human rights.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.625 as follows:
 
6     (30 ILCS 105/5.625 new)
7     Sec. 5.625. The Department of Human Rights Special Fund.
 
8     Section 10. The Illinois Human Rights Act is amended by
9 adding Section 7-113 as follows:
 
10     (775 ILCS 5/7-113 new)
11     Sec. 7-113. Employer report form; registration fee.When a
12 person files an employer report form with the Department as
13 specified in subsection (J) of Section 2-101 to establish
14 eligibility to be awarded a contract by a State agency, the
15 person must pay a registration fee in an amount determined by
16 the Department by rule. A person must also pay a registration
17 fee in an amount determined by the Department by rule when the
18 person files for renewal of eligibility. Of these fees, 50%
19 shall be paid into the General Revenue Fund and 50% shall be
20 paid into the Department of Human Rights Special Fund, a
21 special fund that is created in the State treasury. Moneys in
22 the Fund shall be used solely to fund the Department of Human
23 Rights Compliance Division's public contractor compliance

27     Section 99. Effective date. This Act takes effect January
