    Amends the School Code. Makes a technical change in a Section concerning the State Teacher Certification Board.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by changing Section
5 21-13 as follows:
 
6     (105 ILCS 5/21-13)  (from Ch. 122, par. 21-13)
7     Sec. 21-13. State Teacher Certification Board -
8 Examinations - Issuance of certificates.) For the purpose of
9 carrying out the provisions of this Article with regard to
10 certificates there is hereby created a State Teacher
11 Certification Board to consist of the State Superintendent of
12 Education, or a representative appointed by him or her, who
13 shall be ex-officio chairman, 5 administrative or faculty
14 members of public or private colleges or universities located
15 in Illinois, 3 administrators and 8 classroom teachers
16 (increased to 10 classroom teachers beginning July 1, 1992) in
17 the public schools and one regional superintendent of schools,
18 each to be appointed by the State Board of Education; provided,
19 that at least one of the administrators and at least 2 of the
20 classroom teachers (increased to at least 3 classroom teachers
21 beginning July 1, 1992) so appointed shall be employees of a
22 school district which is subject to the provisions of Article
23 34. A candidate may be nominated for a vacant teacher's
24 position on the State Teacher Certification Board by filing
25 with the State Board of Education a petition signed by 250
26 persons holding valid teaching certificates. Any professional
27 teachers' organization may submit one candidate for nomination
28 for each vacancy for each 20,000, or major portion thereof,
29 members of that organization who hold valid teaching
30 certificates. The nominations submitted to the State Board of
31 Education under this Section to fill a vacancy or an expiring
32 term shall be advisory. Nomination for Board members must be

1 submitted to the State Board of Education within 90 days after
2 the vacancy or vacancies occur. If no nominations are received
3 by the State Board of Education for a vacancy within such 90
4 day period, the State Board of Education may appoint any
5 qualified person to fill the vacancy. Nominations to fill an
6 expiring term in a teacher's position must be submitted to the
7 State Board of Education at least 30 days before the expiration
8 of such term. The regular term of each member is 3 years. The 2
9 additional classroom teacher members added by this amendatory
10 Act of 1991 shall be appointed by the State Board of Education
11 within 90 days after the effective date of that Act, each to
12 terms commencing on July 1, 1992; provided that the additional
13 classroom teacher members so appointed shall determine
14 staggered terms of 1 and 3 years by lot, and their successors
15 shall then serve regular terms of 3 years. The term of an
16 appointed member of the State Teacher Certification Board shall
17 expire on June 30 of its final year.
18     The State Board of Education shall appoint a secretary of
19 the Board.
20     The Board shall hold regular meetings at least quarterly,
21 and such other special meetings as may be necessary.
22     The necessary expenses of the State Teacher Certification
23 Board shall be provided through the State Board of Education.
24 The State Board of Education in consultation with the Board may
25 make and prescribe rules necessary for the administration of
26 this Article.
