SYNOPSIS AS INTRODUCED:
 
235 ILCS 5/5-7 new

    Amends the Illinois Liquor Control Act of 1934. Requires a person who applies for the issuance or renewal of a license authorizing the sale of alcoholic liquor to include, with his or her application, proof of completion of a State-certified Beverage Alcohol Sellers and Servers Education and Training (BASSET) program for all persons who sell or serve alcoholic beverages under that license, all management personnel working at the licensed premise, and anyone whose job description entails the checking of identification for the purchase of alcoholic beverages under that license.

1     AN ACT concerning liquor control.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Liquor Control Act of 1934 is amended by
5 adding Section 5-7 as follows:
 
6     (235 ILCS 5/5-7 new)
7     Sec. 5-7. BASSET training required. A person who applies
8 for the issuance or renewal of a license under this Act on or
9 after the effective date of this amendatory Act of the 93rd
10 General Assembly must include, with his or her application,
11 proof of completion of a State-certified Beverage Alcohol
12 Sellers and Servers Education and Training (BASSET) program by
13 all persons who sell or serve alcoholic beverages under that
14 license, all management personnel working on the licensed
15 premise, and anyone whose job description entails the checking
16 of identification for the purchase of alcoholic beverages under
17 that license.
18     For the purpose of this Section, "BASSET training program"
19 means a BASSET program licensed by the State Commission under
20 paragraph (11.1) of subsection (a) of Section 3-12. All
21 licensed BASSET providers must have on file all licenses and
22 certificates to prove current qualifications and must provide a
23 certificate of course completion and a card (a picture-type ID
24 is optional) to participants as proof of completion. Any person
25 who, on or after the effective date of this amendatory Act of
26 the 93rd General Assembly, becomes a manager, employee, or
27 agent requiring BASSET training must, within 90 days after
28 becoming a manager, employee, or agent requiring BASSET
29 training, complete a BASSET training program and shall, until
30 completion of the BASSET training program, work under the
31 supervision of a person who has completed a BASSET training
32 program. A photocopy of the certificate of completion for all

1 owners, managers, employees, or agents who are required under
2 this Section to complete a BASSET training program must be
3 maintained by the establishment in a manner that will allow
4 inspection upon demand by any designee of the State Commission
5 or of the appropriate local liquor control commission.
6 Municipalities and establishments must honor all
7 State-certified BASSET training programs.
