SYNOPSIS AS INTRODUCED:
 
10 ILCS 5/1A-25 new

    Amends the Election Code. Authorizes election authorities to establish special procedures for late voter registration, beginning January 1, 2006, under which the election authority may accept registrations up to and including the day of the primary or election. Requires the State Board of Elections to adopt necessary rules.

1     AN ACT concerning elections.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Election Code is amended by adding Section
5 1A-25 as follows:
 
6     (10 ILCS 5/1A-25 new)
7     Sec. 1A-25. Late registration. Notwithstanding any other
8 provision of this Code to the contrary, beginning January 1,
9 2006, an election authority may establish procedures, in
10 accordance with rules adopted by the State Board of Elections,
11 for the registration of voters during the period from the close
12 of registration for a primary or election and until a date
13 chosen by the election authority before or including the day of
14 the primary or election. During this period, an unregistered
15 qualified elector may register to vote in person in the office
16 of the election authority, at a voter registration location
17 specifically designated for this purpose by the election
18 authority, or at the appropriate precinct polling place on the
19 day of the primary or election, if the registration period
20 includes the day of the primary or election. A registered voter
21 may submit a change of address form during this period as well.
22 The election authority shall register that individual in the
23 manner provided by law. At least 90 days before the primary or
24 election, the election authority shall determine and publicize
25 its period for registration under this Section.
26     A person who registers to vote under procedures
27 implementing this Section and who wishes to vote in his or her
28 precinct at the election first occurring after that
29 registration shall be entitled to cast a provisional ballot in
30 accordance with Article 18A.
31     The State Board of Elections shall adopt necessary rules
32 for election authorities in the development of procedures under
