SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Children's Nutritional Health Act. Creates the Commission on the Status of Children's Nutritional Health, consisting of members appointed by the legislative leaders and the Executive Branch. Provides that the purpose of the Commission is to track the status of children's nutritional health and develop ongoing policy initiatives to address issues concerning children's nutritional health. Effective immediately.

1     AN ACT concerning health.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the
5 Children's Nutritional Health Act.
 
6     Section 5. Commission on the Status of Children's
7 Nutritional Health. The Commission on the Status of Children's
8 Nutritional Health ("the Commission") is created. The
9 Commission shall consist of the following 12 members:
10         (1) Four members of the General Assembly, appointed one
11     each by the President of the Senate, the Minority Leader of
12     the Senate, the Speaker of the House of Representatives,
13     and the Minority Leader of the House of Representatives.
14         (2) Four members of the general public, appointed one
15     each by the President of the Senate, the Minority Leader of
16     the Senate, the Speaker of the House of Representatives,
17     and the Minority Leader of the House of Representatives.
18         (3) One representative of the Department of Public
19     Health, appointed by the Director of Public Health.
20         (4) One representative of the Department of Human
21     Services, appointed by the Secretary of Human Services.
22         (5) One representative of the State Board of Education,
23     appointed by the State Superintendent of Education.
24         (6) One member of the general public, appointed by the
25     Governor.
26     Of the 5 members appointed from the general public, one
27 must be a certified nutritionist, one must be an expert on
28 childhood diabetes, and one must be a psychiatrist.
29     The Governor shall appoint the chairperson of the
30     Commission from among the members of the Commission.
 
31     Section 10. Purpose. The purpose of the Commission is to

1 track the status of children's nutritional health and develop
2 ongoing policy initiatives to address issues concerning
3 children's nutritional health.
 
4     Section 15. Meetings and reports.
5     (a) The Commission shall meet once each calendar quarter.
6     (b) The Commission shall report its findings and
7 recommendations to the Governor and the General Assembly by
8 July 1, 2005 and each July 1 thereafter.
9     (c) The Department of Public Health shall provide all
10 necessary staff support to the Commission to enable it to
11 perform its functions.
 
12     Section 99. Effective date. This Act takes effect upon
13 becoming law.
