 1        AN ACT making appropriations.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4                              ARTICLE 1

 5        Section  5.  The  sum of $702,263,512, or so much thereof
 6    as may be necessary, is appropriated from the General Revenue
 7    Fund to the Board of Trustees of the University  of  Illinois
 8    for any expenditures or purposes authorized by law, including
 9    payment  to  the University for personal services and related
10    costs incurred.

11        Section 10.  The sum of $1,000,000, or so much thereof as
12    may be necessary, is appropriated from the Tobacco Settlement
13    Recovery Fund to the Board of Trustees of the  University  of
14    Illinois  for  the  ordinary  and  contingent expenses of the
15    Office of Technology Transfer.

16        Section 15.  The sum of $1,408,000, or so much thereof as
17    may be necessary, is appropriated from  the  Fire  Prevention
18    Fund  to  the Board of Trustees of the University of Illinois
19    for the purpose of  maintaining  the  Illinois  Fire  Service
20    Institute, paying the Institute's expenses, and providing the
21    facilities and structures incident thereto, including payment
22    to  the  University  for  personal services and related costs
23    incurred.

24        Section 20.  The sum of $150,000, or so much  thereof  as
25    may  be necessary, is appropriated from the State College and
26    University Trust  Fund  to  the  Board  of  Trustees  of  the
27    University  of  Illinois  for  scholarship  grant  awards, in
28    accordance with Public Act 91-0083.

 1        Section 25.  The sum of $184,298, or so much  thereof  as
 2    may  be  necessary  and  remains unexpended on June 30, 2003,
 3    from a reappropriation heretofore made for  such  purpose  in
 4    Article   13,   Section   30   of   Public   Act  92-538,  is
 5    reappropriated from the Capital Development Fund to the Board
 6    of Trustees of the University  of  Illinois  to  acquire  and
 7    develop  land  for expansion of the Chicago campus, including
 8    demolition,  landscaping  and  site  improvements,  planning,
 9    construction,  remodeling,  extension  and  modification   of
10    campus  utility  systems,  and  such other expenses as may be
11    necessary to construct a  public  safety  and  transportation
12    facility and to develop student recreational areas.

13        Section  30.  The  sum  of $52,953, or so much thereof as
14    may be necessary and remains unexpended  on  June  30,  2003,
15    from  a  reappropriation  heretofore made for such purpose in
16    Article  13,  Section   35   of   Public   Act   92-538,   is
17    reappropriated from the Capital Development Fund to the Board
18    of  Trustees  of  the  University of Illinois to plan for all
19    aspects of construction and  to  acquire  and  develop  land,
20    including   demolition,   landscaping,   site   improvements,
21    extension   and   modification  of  campus  utility  systems,
22    relocation of programs, and such other  expenses  as  may  be
23    necessary  to  construct  a  College  of Medicine building in
24    Chicago.

25        Section 35.  The sum of $40,698,713, or so  much  thereof
26    as  may be necessary and remains unexpended on June 30, 2003,
27    from a reappropriation heretofore made for  such  purpose  in
28    Article   13,   Section   45   of   Public   Act  92-538,  is
29    reappropriated from the Capital Development Fund to the Board
30    of Trustees of the University of  Illinois  to  construct  an
31    education  and  research facility for the College of Medicine
32    in Chicago, including planning, land acquisition, demolition,

 1    construction,  remodeling,  landscaping,  site  improvements,
 2    equipment,  extension  or  modification  of  campus   utility
 3    systems,  relocation of programs, and such expenses as may be
 4    necessary to complete the facility.

 5        Section 40.  The following  named  amounts,  or  so  much
 6    thereof as may be necessary and remain unexpended on June 30,
 7    2003,  respectively,  from  a reappropriation heretofore made
 8    for such purpose in Article 13,  Section  50  of  Public  Act
 9    92-538,  are reappropriated from the Capital Development Fund
10    to the Board of Trustees of the University  of  Illinois  for
11    the following projects:
12        For   land   acquisition   to   expand   the  College  of
13    Agricultural, Consumer and Environmental Science......$78,129

14        Section 45.  The sum of $12,715,704, or so  much  thereof
15    as  may be necessary and remains unexpended on June 30, 2003,
16    from an appropriation heretofore made  for  such  purpose  in
17    Article   2,   Section   104   of   Public   Act  92-717,  is
18    reappropriated from  the  Capital  Development  Fund  to  the
19    University   of  Illinois  for  planning,  construction,  and
20    equipment for a computer science in engineering facility.

21        Section 50.  The sum of $14,873,040, or so  much  thereof
22    as  may be necessary and remains unexpended on June 30, 2003,
23    from an appropriation heretofore made  for  such  purpose  in
24    Article   2,   Section   106   of   Public   Act  92-717,  is
25    reappropriated from  the  Capital  Development  Fund  to  the
26    University  of  Illinois  at  Springfield  for constructing a
27    classroom  and  office  building,  in   addition   to   funds
28    previously appropriated.

29        Section  55.  The  sum of $814,444, or so much thereof as
30    may be necessary and remains unexpended  on  June  30,  2003,

 1    from  a  reappropriation  heretofore made for such purpose in
 2    Article  13,  Section   65   of   Public   Act   92-538,   is
 3    reappropriated  from  the  Capital  Development  Fund  to the
 4    University of Illinois for digitalization infrastructure  for
 5    WILL-TV (Urbana-Champaign).

 6        Section  60.  The  sum of $477,225, or so much thereof as
 7    may be necessary and remains unexpended  on  June  30,  2003,
 8    from  a  reappropriation  heretofore made for such purpose in
 9    Article  13,  Section   70   of   Public   Act   92-538,   is
10    reappropriated  from  the  Capital  Development  Fund  to the
11    University of Illinois for digitalization infrastructure  for
12    WILL-TV (Urbana-Champaign).

13        Section  65.  The  sum of $814,444, or so much thereof as
14    may be necessary and remains unexpended  on  June  30,  2003,
15    from  an  appropriation  heretofore  made for such purpose in
16    Article  13,  Section   75   of   Public   Act   92-538,   is
17    reappropriated  from  the  Capital  Development  Fund  to the
18    University of Illinois for digitalization infrastructure  for
19    WILL-TV (Urbana-Champaign).

20        Section  70.  The  sum of $25,000,000, or so much thereof
21    as may be necessary and remains unexpended at  the  close  of
22    business  on  June 30, 2003, from an appropriation heretofore
23    made in Article 1,  Section  16  of  Public  Act  92-717,  is
24    reappropriated from the Capital Development Fund to the Board
25    of  Trustees  of  the  University  of  Illinois  to  plan and
26    construct an Education and Research facility for the  College
27    of Medicine in Chicago, including planning, land acquisition,
28    demolition,   construction,   remodeling,  landscaping,  site
29    improvements, equipment, extension or modification of  campus
30    utility systems, relocation of programs, and such expenses as
31    may   be   necessary   to   complete   the   facility.   This

 1    appropriation is in addition to any other funds  appropriated
 2    for this purpose for this fiscal year.

 3        Section  75.  The  sum of $15,000,000, or so much thereof
 4    as may be necessary and remains unexpended at  the  close  of
 5    business  on  June 30, 2003, from an appropriation heretofore
 6    made in Article 1,  Section  23  of  Public  Act  92-717,  is
 7    reappropriated from the Capital Development Fund to the Board
 8    of  Trustees  of  the  University  of  Illinois  to  plan and
 9    construct a Classroom and Office Building at the  Springfield
10    Campus  and related utility systems, including planning, land
11    acquisition,    demolition,     construction,     remodeling,
12    landscaping,   site  improvements,  equipment,  extension  or
13    modification of campus utility systems, and such expenses  as
14    may   be   necessary   to   complete   the   facility.   This
15    appropriation is in addition to any other funds  appropriated
16    for this purpose for this fiscal year.

17        Section  80.  The  sum of $13,761,948, or so much thereof
18    as may be necessary and remains unexpended at  the  close  of
19    business  on  June 30, 2003, from an appropriation heretofore
20    made in Article 2,  Section  48  of  Public  Act  92-717,  as
21    amended,  is reappropriated from the Capital Development Fund
22    to the Board of Trustees of the University  of  Illinois  for
23    all  costs  associated with the space needs of the Department
24    of  Natural  Resources,  Illinois  Natural   History   Survey
25    Division and State Water Survey Division on the campus of the
26    University  of Illinois in Champaign, including construction,
27    capital  facilities,  planning,  relocation,  renovation  and
28    rehabilitation, mechanical systems, materials,  services  and
29    all other costs required to complete the work.

30        Section  99.   Effective  date.  This Act takes effect on
31    July 1, 2003.
