12 Section 36. The sum of $89,337,553 or so much thereof as
13 may be necessary and remains unexpended at the close of
14 business on June 30, 2003, from a reappropriation heretofore
15 made in Article 2, Section 15.3 of Public Act 92-717, is
16 reappropriated from the School Construction Fund to the
17 Capital Development Board for school construction grants
18 pursuant to the School Construction Law, in addition to
19 amounts previously appropriated for such purposes.
20 Section 37. The sum of $12,819,035, or so much thereof
21 as may be necessary and remains unexpended at the close of
22 business on June 30, 2003, from a reappropriation heretofore
23 made in Article 2, Section 75 of Public Act 92-717, is
24 reappropriated from the School Construction Fund to the
25 Capital Development Board for school construction grants
26 pursuant to the School Construction Law, in addition to
27 amounts previously appropriated for such purposes.
28 Section 38. The sum of $1,287,736, or so much thereof as
29 may be necessary and remains unexpended at the close of
30 business on June 30, 2003, from a reappropriation heretofore

1 made for such purposes in Article 2, Section 22 of Public Act
2 92-717, is reappropriated from the School Construction Fund
3 to the Capital Development Board for school construction
4 grants pursuant to the School Construction Law.
5 Section 39. The sum of $7,138,620, or so much thereof as
6 may be necessary and remains unexpended at the close of
7 business on June 30, 2003, from a reappropriation heretofore
8 made for such purposes in Article 2, Section 21 of Public Act
9 92-717, is reappropriated from the School Infrastructure Fund
10 to the Capital Development Board for school construction
11 grants pursuant to the School Construction Law.
12 Section 40. The amount of $12,473,001, or so much
13 thereof as may be necessary and remains unexpended at the
14 close of business on June 30, 2003, from a reappropriation
15 heretofore made in Article 2, Section 58 of Public Act
16 92-717, is reappropriated from the Capital Development Fund
17 to the Capital Development Board for grants to units of local
18 government and other eligible entities for all costs
19 associated with land acquisition, construction and
20 rehabilitation projects.
21 Section 41. The amount of $440,000, or so much thereof
22 as may be necessary and remains unexpended at the close of
23 business on June 30, 2003, from a reappropriation heretofore
24 made in Article 2, Section 59 of Public Act 92-717, is
25 reappropriated from the Capital Development Fund to the
26 Capital Development Board for a grant to the City of
27 Centreville for infrastructure improvements.
28 Section 42. The amount of $150,000, or so much thereof
29 as may be necessary and remains unexpended at the close of
30 business on June 30, 2003, from a reappropriation heretofore

1 made in Article 2, Section 61 of Public Act 92-717, is
2 reappropriated from the Capital Development Fund to the
3 Capital Development Board for renovations and rehabilitation
4 of the old Rosemont Fire Station in the Village of Washington
5 Park.
6 Section 43. The sum of $20,199, or so much thereof as
7 may be necessary and remains unexpended at the close of
8 business on June 30, 2003, from a reappropriation heretofore
9 made in Article 2, Section 70 of Public Act 92-717, is
10 reappropriated from the General Revenue Fund to the Capital
11 Development Board for a grant to Spoon River College for
12 Macomb Campus renovation and classroom enhancements.
13 Section 44. The sum of $240,000, or so much thereof as
14 may be necessary and remains unexpended at the close of
15 business on June 30, 2003, from a reappropriation heretofore
16 made in Article 2, Section 94 of Public Act 92-717, is
17 reappropriated from the General Revenue Fund to the Capital
18 Development Board for a grant to the Village of Bridgeview
19 for all costs associated with infrastructure improvements.
20 Section 45. The amount of $4,285,000, or so much thereof
21 as may be necessary and remains unexpended at the close of
22 business on June 30, 2003, from a reappropriation heretofore
23 made in Article 2, Section 63 of Public Act 92-717, is
24 reappropriated from the Fund for Illinois' Future to the
25 Capital Development Board for grants to units of local
26 government, educational facilities, and not-for-profit
27 organizations for expenses and infrastructure improvements
28 including, but not limited to planning, construction,
29 reconstruction, renovation, utilities and equipment.
30 Section 46. The sum of $100,000, or so much thereof as

1 may be necessary and remains unexpended at the close of
2 business on June 30, 2003, from a reappropriation heretofore
3 made in Article 2, Section 98 of Public Act 92-717, is
4 reappropriated from the Fund for Illinois' Future to the
5 Capital Development Board for a grant to National Latinos
6 with Disabilities for capital developments.
7 Section 47. The sum of $2,199,854, or so much thereof as
8 may be necessary and remains unexpended at the close of
9 business on June 30, 2003, from a reappropriation heretofore
10 made in Article 2, Section 15.4 of Public Act 92-717, is
11 reappropriated from the General Revenue Fund for a grant to
12 the City of Normal for demolition of a power plant at the
13 former Department of Human Services facility.
14 Section 48. The sum of $125,000, or so much thereof as
15 may be necessary and remains unexpended at the close of
16 business on June 30, 2003, from a reappropriation heretofore
17 made for such purposes in Article 2, Section 81 of Public Act
18 92-717, is reappropriated from the Capital Development Fund
19 to the Capital Development Board for a grant to the City of
20 Toulon for a new community center.
21 Section 49. The sum of $150,000, or so much thereof as
22 may be necessary and remains unexpended at the close of
23 business on June 30, 2003, from a reappropriation heretofore
24 made for such purposes in Article 2, Section 85 of Public Act
25 92-717, is reappropriated from the Capital Development Fund
26 to the Capital Development Board for a grant to the Village
27 of Illiopolis for a new village hall.
28 Section 50. The amount of $400,000, or so much thereof
29 as may be necessary and remains unexpended at the close of
30 business on June 30, 2003, from a reappropriation heretofore

1 made for such purposes in Article 2, Section 89 of Public Act
2 92-717, is reappropriated from the Capital Development Fund
3 to the Capital Development Board for a grant to the Winnetka
4 Park District for the purpose of all costs associated with
5 the construction of a recreational/administrative office
6 center.
7 Section 51. The sum of $95,000, or so much thereof as
8 may be necessary and remains unexpended at the close of
9 business on June 30, 2003, from a reappropriation heretofore
10 made for such purposes in Article 2, Section 100 of Public
11 Act 92-717, is reappropriated from the Capital Development
12 Fund to the Capital Development Board for a grant to Kendall
13 County for all costs associated with courthouse renovation,
14 in addition to other funds appropriated for such purpose.
15 Section 52. The sum of $200,000, or so much thereof as
16 may be necessary and remains unexpended at the close of
17 business on June 30, 2003, from a reappropriation heretofore
18 made for such purposes in Article 2, Section 101 of Public
19 Act 92-717, is reappropriated from the Capital Development
20 Fund to the Capital Development Board for a grant to the
21 Italian American Sports Hall of Fame for various
22 improvements.
23 Section 53. No contract shall be entered into or
24 obligation incurred for any expenditures from appropriations
25 made in these Articles until after the purposes and amounts
26 have been approved by the Governor.
27 ARTICLE 3
28 Section 99. Effective date. This Act takes effect on
29 July 1, 2003.
