 1        AN ACT concerning public health.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The  Department  of Public Health Powers and
 5    Duties Law of the Civil Administrative Code  of  Illinois  is
 6    amended by adding Section 2310-353 as follows:

 7        (20 ILCS 2310/2310-353 new)
 8        Sec.  2310-353.  Domestic  Violence  Healthcare  Response
 9    grants.
10        (a)  Subject  to  appropriation,  the Department may make
11    grants to community-based healthcare  organization  from  the
12    Domestic  Violence  Healthcare Response Fund for the purposes
13    of supporting domestic violence  medical  advocacy  projects.
14    Grant proposals must be evaluated on their ability to:
15             (1)  demonstrate     collaboration     between     a
16        community-based  domestic  violence  program and a health
17        care organization;
18             (2)  develop   and   implement   domestic   violence
19        policies and procedures, including  universal  screenings
20        for all staff of the health care organization;
21             (3)  develop   and  implement  an  ongoing  domestic
22        violence tracking program for  health  care  organization
23        employees;
24             (4)  provide   onsite   services   and   educational
25        materials to inform domestic violence victims of services
26        available in their community; and
27             (5)  evaluate   the  effectiveness  of  the  program
28        through a long-term study of the effect the  program  has
29        on women's health and safety outcomes.
30        (b)  The  Domestic  Violence  Healthcare Response Fund is
31    created as a special fund in the State treasury.  The General

 1    Assembly may make appropriations to the Fund.  Other amounts,
 2    from any legal source, may be deposited into the Fund.
 3        (c)  the Department must adopt rules  to  implement  this
 4    Section.

 5        Section  10.  The  State Finance Act is amended by adding
 6    Section 5.595 as follows:

 7        (30 ILCS 105/5.595 new)
 8        Sec. 5.595.  The Domestic Violence Health  Care  Response
 9    Fund.
