1     AN ACT concerning the Department of Transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Transportation Law of the
5 Civil Administrative Code of Illinois is amended by adding
6 Section 2705-321 as follows:
 
7     (20 ILCS 2705/2705-321 new)
8     Sec. 2705-321. Illinois Transit Ridership and Economic
9 Development (TRED) Pilot Project Program; new facilities and
10 service.
11     (a) Subject to appropriation, the Department of
12 Transportation shall establish the Illinois Transit Ridership
13 and Economic Development (TRED) Pilot Project Program to build
14 transit systems that more effectively address the needs of
15 Illinois workers, families, and businesses. The Illinois TRED
16 Pilot Project Program shall provide for new or expanded mass
17 transportation service and facilities, including rapid
18 transit, rail, bus, and other equipment used in connection with
19 mass transit, by the State, a public entity, or 2 or more of
20 these entities authorized to provide and promote public
21 transportation in order to increase the level of service
22 available in local communities, as well as improve the quality
23 of life and economic viability of the State of Illinois.
24     The Illinois TRED Pilot Project Program expenditures for
25 mass transportation service and facilities within the State
26 must:
27         (1) Improve the economic viability of Illinois by
28     facilitating the transportation of Illinois residents to
29     places of employment, to educational facilities, and to
30     commercial, medical, and shopping districts.
31         (2) Increase the frequency and reliability of public
32     transit service.

1         (3) Facilitate the movement of all persons, including
2     those persons who, because of age, economic circumstance,
3     or physical infirmity, are unable to drive.
4         (4) Contribute to an improved environment through the
5     reduction of air, water, and noise pollution.
6     (b) Under the Illinois TRED Pilot Project Program, subject
7 to appropriation, the Department shall fund each fiscal year,
8 in coordination and consultation with other government
9 agencies that provide or fund transportation services, the
10 Illinois Public Transportation Association, and transit
11 advocates, projects as specified in subsection (c). Total
12 funding for each project shall not exceed $500,000 and the
13 funding for all projects shall not exceed $4,500,000. The
14 Department shall submit annual reports to the General Assembly
15 by March 1 of each fiscal year regarding the status of these
16 projects, including service to constituents including local
17 businesses, seniors, and people with disabilities, costs, and
18 other appropriate measures of impact.
19     (c) Subject to appropriation, the Department shall make
20 grants to any of the following in order to create:
21         (1) Two demonstration projects for the Chicago Transit
22     Authority to increase services to currently underserved
23     communities and neighborhoods, such as, but not limited to,
24     Altgeld Gardens, Pilsen, and Lawndale.
25         (2) (Blank.)
26         (3) The Intertownship Transportation Program for
27     Northwest Suburban Cook County, which shall complement
28     existing Pace service and involve cooperation of several
29     townships to provide transportation services for senior
30     and disabled residents across village and township
31     boundaries that is currently not provided by Pace and by
32     individual townships and municipalities.
33         (4) RIDES transit services to Richland and Lawrence
34     Counties to extend transit services into Richland and
35     Lawrence Counties and enhance service in Wayne, Edwards,
36     and Wabash Counties that share common travel patterns and

1     needs with Lawrence and Richland counties. Funding shall be
2     used to develop a route structure that shall coordinate
3     social service and general public requirements and obtain
4     vehicles to support the additional service.
5         (5) Peoria Regional Transportation Initiative, which
6     shall fund the development of a plan to create a regional
7     transportation service in the Peoria-Pekin MSA that
8     integrates and expands the existing services and that would
9     allow local leaders to develop a funding plan and a
10     timetable to secure final political approval. The plan is
11     intended to facilitate regional economic development and
12     provide greater mobility to workers, senior citizens, and
13     people with disabilities.
14         (6) Rock Island MetroLINK/Black Hawk College
15     Coordination Project, which shall increase mobility for
16     lower income students to access educational services and
17     job training on the metropolitan bus system, which will
18     better link community college students with transportation
19     alternatives.
20         (7) The West Central Transit District to serve Scott
21     and Morgan Counties. Funding shall be used to develop a
22     route structure that shall coordinate social service and
23     general public requirements and obtain vehicles to support
24     the service.
25         (8) Additional community college coordination
26     projects, which shall increase mobility for lower income
27     students to access educational services and job training on
28     any Champaign-Urbana MTD and Danville Mass Transit bus
29     routes, which will better link community college students
30     with transportation alternatives.
 
31     Section 99. Effective date. This Act takes effect upon
32 becoming law.
