 1        AN ACT in relation to public aid.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The Illinois Public Aid Code is  amended  by
 5    changing Section 5-1 as follows:

 6        (305 ILCS 5/5-1) (from Ch. 23, par. 5-1)
 7        Sec.  5-1.  Declaration of purpose.  It is the purpose of
 8    this Article to provide a program of essential  medical  care
 9    and  rehabilitative  services  for  persons  receiving  basic
10    maintenance  grants under this Code and for other persons who
11    are unable, because of inadequate resources,  to  meet  their
12    essential medical needs. It is the purpose of this Article to
13    provide  full  funding of the costs of services to meet those
14    essential medical needs.
15        Preservation of  health,  alleviation  of  sickness,  and
16    correction  of  handicapping conditions for persons requiring
17    maintenance support are essential if those persons  they  are
18    to have an opportunity to become self-supporting or to attain
19    a  greater  capacity  for  self-care.   For  persons  who are
20    medically indigent but otherwise able to  provide  themselves
21    with  a  livelihood,  it is of special importance to maintain
22    their incentives  for  continued  independence  and  preserve
23    their  limited  resources  for  ordinary maintenance needs to
24    prevent their total or substantial dependency.
