 1        AN ACT concerning telecommunications.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The Public Utilities Act is amended by adding
 5    Section 13-519 as follows:

 6        (220 ILCS 5/13-519 new)
 7        (Section scheduled to be repealed on July 1, 2005)
 8        Sec.   13-519.  Offer   of   local  exchange  service.  A
 9    telecommunications carrier that offers basic  local  exchange
10    service,  as  defined  in  Section 13-712 of this Act, in the
11    service territory of  an  incumbent  local  exchange  carrier
12    subject  to  an  alternative  regulation  plan  under Section
13    13-506.1 of this Act shall also offer  basic  local  exchange
14    service  including  local  usage  on a stand-alone basis at a
15    rate no higher than the rate charged by the  local  incumbent
16    exchange  carrier providing such basic local exchange service
17    within that serving territory.

18        Section 99.  Effective date. This Act takes  effect  upon
19    becoming law.
