 1        AN ACT in relation to technology.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section   5.  The Illinois Century Network Act is amended
 5    by changing Section 5 as follows:

 6        (20 ILCS 3921/5)
 7        Sec. 5.   Legislative  findings  and  declarations.   The
 8    General Assembly finds and declares:
 9             (1)  That  computing and communications technologies
10        are essential for sustaining economic competitiveness and
11        fostering the educational vitality of this State.
12             (2)  That  there  is  an  established  need  for   a
13        telecommunications   infrastructure   that  will  provide
14        high-speed,   reliable,   and   cost-effective    digital
15        connections throughout the State of Illinois.
16             (3)  That  a  network  is required that will deliver
17        educational programs, advanced training,  and  access  to
18        the  growing  global  wealth  of  information services to
19        citizens in all parts of this State.
