1 AN ACT in relation to vehicles.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Illinois Vehicle Code is amended by
5 changing Sections 3-626, 3-628, 3-638, 3-642, 3-645, 3-647,
6 3-650, and 3-806.4 as follows:
7 (625 ILCS 5/3-626)
8 Sec. 3-626. Korean War Veteran license plates.
9 (a) In addition to any other special license plate, the
10 Secretary, upon receipt of all applicable fees and
11 applications made in the form prescribed by the Secretary of
12 State, may issue special registration plates designated as
13 Korean War Veteran license plates to residents of Illinois
14 who participated in the United States Armed Forces during the
15 Korean War. The special plate issued under this Section
16 shall be affixed only to passenger vehicles of the first
17 division, motorcycles, motor vehicles of the second division
18 weighing not more than 8,000 pounds, and recreational
19 vehicles as defined by Section 1-169 of this Code. Plates
20 issued under this Section shall expire according to the
21 staggered multi-year procedure established by Section 3-414.1
22 of this Code.
23 (b) The design, color, and format of the plates shall be
24 wholly within the discretion of the Secretary of State. The
25 Secretary may, in his or her discretion, allow the plates to
26 be issued as vanity plates or personalized in accordance with
27 Section 3-405.1 of this Code. The plates are not required to
28 designate "Land Of Lincoln", as prescribed in subsection (b)
29 of Section 3-412 of this Code. The Secretary shall prescribe
30 the eligibility requirements and, in his or her discretion,
31 shall approve and prescribe stickers or decals as provided

1 under Section 3-412.
2 (c) An applicant shall be charged a $15 fee for original
3 issuance in addition to the applicable registration fee. Of
4 this additional fee, $13 shall be deposited into the
5 Secretary of State Special License Plate Fund and $2 shall be
6 deposited into the Korean War Memorial Construction Fund.
7 For each registration renewal period, a $2 fee, in addition
8 to the appropriate registration fee, shall be charged and
9 shall be deposited into the Secretary of State Special
10 License Plate Fund.
11 (d) The Korean War Memorial Construction Fund is created
12 as a special fund in the State treasury. All moneys in the
13 Korean War Memorial Construction Fund shall, subject to
14 appropriation, be used by the Department of Veteran Affairs
15 to provide grants for construction of the Korean War Memorial
16 to be located at Oak Ridge Cemetery in Springfield, Illinois.
17 Upon the completion of the Memorial, the Department of
18 Veteran Affairs shall certify to the State Treasurer that the
19 construction of the Memorial has been completed. Upon the
20 certification by the Department of Veteran Affairs, the State
21 Treasurer shall transfer all moneys in the Fund and any
22 future deposits into the Fund into the Secretary of State
23 Special License Plate Fund.
24 (e) An individual who has been issued Korean War Veteran
25 license plates for a vehicle and who has claimed and received
26 a grant under the Senior Citizens and Disabled Persons
27 Property Tax Relief and Pharmaceutical Assistance Act shall
28 pay the original issuance and the regular annual fee for the
29 registration of the vehicle as provided in Section 3-806.3 of
30 this Code in addition to the fees specified in subsection (c)
31 of this Section.

1 Sec. 3-628. Bronze Star plates.
2 (a) Beginning January 1, 1996, in addition to any other
3 special license plate, the Secretary, upon receipt of all

5 by the Secretary of State, may issue special registration
6 plates to residents of Illinois who have been awarded the
7 Bronze Star by the United States Armed Forces. The special
8 plate issued under this Section shall be affixed only to
9 passenger vehicles of the first division, motorcycles, or
10 motor vehicles of the second division weighing not more than
11 8,000 pounds. Plates issued under this Section shall expire
12 according to the staggered multi-year procedure established
13 by Section 3-414.1 of this Code.
14 (b) The design, color, and format of the plates shall be
15 wholly within the discretion of the Secretary of State. The
16 Secretary may, in his or her discretion, allow the plates to
17 be issued as vanity plates or personalized in accordance with
18 Section 3-405.1 of this Code. The plates are not required to
19 designate "Land Of Lincoln", as prescribed in subsection (b)
20 of Section 3-412 of this Code. The Secretary shall prescribe
21 the eligibility requirements and, in his or her discretion,
22 shall approve and prescribe stickers or decals as provided
23 under Section 3-412.
24 (c) An applicant shall be charged a $15 fee for original
25 issuance in addition to the appropriate registration fee.

33 Sec. 3-638. U.S. Veteran License Plates.

32 Sec. 3-642. Silver Star plates.

7 second division weighing not more than 8,000 pounds. Plates
8 issued under this Section shall expire according to the
9 staggered multi-year procedure established by Section 3-414.1
10 of this Code.

33 residents of Illinois who meet eligibility requirements

2 Combat Veteran plate issued under this Section shall be
3 affixed only to passenger vehicles of the first division,

6 this Section shall expire according to the staggered
7 multi-year procedure established by Section 3-414.1 of this
8 Code.
9 (b) The plates shall display the Army Combat Infantry
10 Badge. In all other respects, the design, color, and format
11 of the plates shall be within the discretion of the Secretary
12 of State. The Secretary may, in his or her discretion, allow
13 the plates to be issued as vanity plates or personalized in
14 accordance with Section 3-405.1 of this Code. The plates are
15 not required to designate "Land Of Lincoln", as prescribed in
16 subsection (b) of Section 3-412 of this Code. The Secretary
17 shall prescribe the eligibility requirements and, in his or
18 her discretion, shall approve and prescribe stickers or
19 decals as provided under Section 3-412.
20 (c) An applicant shall be charged a $15 fee for original
21 issuance in addition to the applicable registration fee.
22 This additional fee shall be deposited into the Secretary of
23 State Special License Plate Fund. For each registration
24 renewal period, a $2 fee, in addition to the appropriate
25 registration fee, shall be charged and shall be deposited

30 Sec. 3-806.4. Gold Star recipients. Commencing with the
31 1991 registration year, upon proper application, the
32 Secretary of State shall issue one pair of registration
33 plates to any Illinois resident, who as the surviving widow

1 or widower, or in the absence thereof, as the surviving
2 parent, is awarded the Gold Star by the United States in
3 recognition of spouses or children who served in the Armed
4 Forces of the United States and lost their lives while in
5 service whether in peacetime or war. If the parent no longer
6 survives, the Secretary of State shall issue the plates to a
7 surviving sibling, of the person who served in the Armed
8 Forces, who is an Illinois resident. No more than one set of
9 plates shall be issued for each Gold Star awarded, and only
10 one surviving parent, or in the absence of a surviving
11 parent, only one surviving sibling shall be issued a set of
12 registration plates, except for those surviving parents who,
13 as recipients of the Gold Star, have legally separated or
14 divorced, in which case each surviving parent shall be
15 allowed one set of registration plates. Registration plates
16 issued under this Section shall be for first division
17 vehicles and second division vehicles of 8,000 pounds or
18 less. An applicant shall be charged a $15 fee for the
19 original issuance in addition to the appropriate registration
20 fee which shall be deposited into the Road Fund to help
21 defray the administrative processing costs. For each
22 registration renewal period, a $2 fee, in addition to the
23 appropriate registration fee, shall be charged and
24 deposited into the Road Fund.
