 1        AN ACT concerning dangerous animals.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The Illinois Dangerous Animals Act is amended
 5    by changing Section 1 and by adding Section 3.5 as follows:

 6        (720 ILCS 585/1) (from Ch. 8, par. 241)
 7        Sec. 1.  No person shall have a  right  of  property  in,
 8    keep,  harbor,  care  for, act as custodian of or maintain in
 9    his possession any dangerous  animal  except  at  a  properly
10    maintained   zoological  park,  federally  licensed  exhibit,
11    circus,  scientific  or  educational  institution,   research
12    laboratory,  veterinary  hospital  or  animal  refuge  in  an
13    escape-proof  enclosure.  The  exceptions  contained  in this
14    Section are narrow exceptions, shall be strictly construed to
15    enforce the purposes of this Act, and apply only in bona fide
16    and clearly established circumstances.

19        Sec. 3.5. Local ordinances. A municipality or  a  county,
20    for  unincorporated areas of the county, may enact ordinances
21    imposing greater restrictions on the possession of  dangerous
22    animals  than  contained in this Act and may impose penalties
23    for violations of those ordinances.
