 1        AN ACT concerning health.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.   The  Department  of  Human  Services Act is
 5    amended by adding Section 10-35 as follows:

 6        (20 ILCS 1305/10-35 new)
 7        Sec. 10-35. Long-term care services grants.
 8        (a)  Subject to appropriation, the  Department  may  make
 9    grants  to  community-based  organizations from the Long-term
10    Care  Services  Fund  for  the  purposes  of  long-term  care
11    services. Grant proposals must be evaluated  on  demonstrated
12    need  and  merit.  More than one community-based organization
13    may make a joint grant proposal, but must designate a  single
14    organization  to  receive  and administer the grant. Priority
15    must be given to proposals that use the Internet and  related
16    information  technologies  to  provide  to  clients  referral
17    services,  other  information  regarding local long-term care
18    services, and needs assessments. To  receive  a  grant  under
19    this  Section,  a  community-based organization must at least
20    partially match the State grant with money or other resources
21    obtained  from  a  nongovernmental  entity,  from   a   local
22    government, or if the community-based organization is a local
23    government,  from  fees  or  taxes  collected  by  the  local
24    government.
25        (b)  The  Long-term  Care  Services  Fund is created as a
26    special fund in the State treasury.  The General Assembly may
27    make appropriations to the Fund.   Other  amounts,  from  any
28    legal source, may be deposited into the Fund.
29        (c)  The  Department  must  adopt rules to implement this
30    Section.

 2    Section 5.595 as follows:
