 1        AN ACT concerning advisory questions of public policy.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The  Counties  Code  is  amended  by  adding
 5    Section 5-1005.5 as follows:

 6        (55 ILCS 5/5-1005.5 new)
 7        Sec. 5-1005.5.  Advisory referenda.  By  a  vote  of  the
 8    majority  of  the  members of the county board, the board may
 9    authorize an advisory question of public policy to be  placed
10    on the ballot at the next regularly scheduled election in the
11    county.   The  county board shall certify the question to the
12    proper election authority, which must submit the question  at
13    an election in accordance with the Election Code.

14        Section  10.  The  Illinois  Municipal Code is amended by
15    adding Section 3.1-40-60 as follows:

17        Sec. 3.1-40-60.  Advisory referenda.  By a  vote  of  the
18    majority  of the members of the city council, the council may
19    authorize an advisory question of public policy to be  placed
20    on the ballot at the next regularly scheduled election in the
21    municipality.  The city council shall certify the question to
22    the proper election authority, which must submit the question
23    at an election in accordance with the Election Code.

24        Section  15.  The Park District Code is amended by adding
25    Section 8-30 as follows:

27        Sec. 8-30. Advisory referenda. By a vote of the  majority

 1    of  the  members  of  the  park district board, the board may
 2    authorize an advisory question of public policy to be  placed
 3    on the ballot at the next regularly scheduled election in the
 4    district.  The board shall certify the question to the proper
 5    election authority, which must  submit  the  question  at  an
 6    election in accordance with the Election Code.

 7        Section  99.  Effective date.  This Act takes effect upon
 8    becoming law.
