HOUSE JOINT RESOLUTION CONSTITUTIONAL AMENDMENT

SYNOPSIS AS INTRODUCED:
 
ILCON Art. IV, Sec. 2.5 new

    Proposes to amend the Legislature Article of the Illinois Constitution. Prohibits a person from serving as: (1) a State Representative for more than 4 terms of office; or (2) a State Senator for more than 6 terms of office. Provides that terms of office served before the second Wednesday in January of 2021, or otherwise served before the adoption of the Amendment, shall not be considered in the calculation of a person's service. Applies to the election of General Assembly members in the first general election to occur after the Amendment is declared adopted and thereafter. Specifies that it does not affect the terms of members elected before the Amendment is declared adopted. Effective upon being declared adopted.

CONSTITUTIONAL AMENDMENT

 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to amend the Illinois
9Constitution in Article IV by adding Section 2.5 as follows:

THE LEGISLATURE

12    (ILCON Art. IV, Sec. 2.5 new)
13SECTION 2.5. TERM LIMITS
14    (a) A person may not be elected to the office of State
15Representative for more than 4 terms of office.
16    (b) A person may not be elected to the office of State
17Senator for more than 6 terms of office.
18    (c) For the purposes of this Section, terms of office
19served before the second Wednesday in January of 2021, or
20otherwise served before the adoption of this Amendment, shall
21not be considered in the calculation of a person's service.

SCHEDULE
23    This Constitutional Amendment takes effect upon being

1declared adopted in accordance with Section 7 of the Illinois
2Constitutional Amendment Act and applies to the election of
3members of the General Assembly in the first general election
4to occur after this Amendment is declared adopted and
5thereafter. This Constitutional Amendment does not, however,
6affect the terms of members of the General Assembly elected
7before this Amendment is declared adopted.
