| 1 | | SENATE RESOLUTION
| 2 | | WHEREAS, Vehicular hijackings are a particularly dangerous | 3 | | crime that is now at historic levels in numerous cities across | 4 | | the country, leaving untold numbers of residents frightened | 5 | | that they could become the next victim, even in their own | 6 | | driveways; and
| 7 | | WHEREAS, Vehicular hijackings too frequently leave victims | 8 | | severely injured or dead, and the vehicles are often used to | 9 | | commit additional violent acts throughout communities; and
| 10 | | WHEREAS, Generally, vehicular hijackings are hard to solve | 11 | | because offenders ditch the vehicles or change vehicles | 12 | | frequently to avoid capture and detection; and
| 13 | | WHEREAS, Many vehicles made after 2015 have location | 14 | | technology that would enable law enforcement to quickly locate | 15 | | a vehicle after a hijacking incident, but automakers, car | 16 | | dealers, and third party providers have not created an | 17 | | efficient system to quickly convey this location information | 18 | | to law enforcement; and | 19 | | WHEREAS, Some auto manufacturers or third party data | 20 | | providers are not available after-hours or on weekends to | 21 | | provide location information to law enforcement, and some |

| 1 | | refuse to provide the information even if legally able to do so | 2 | | or require vehicle owners to pay a fee to access the | 3 | | information; and | 4 | | WHEREAS, A 24-hour hotline for law enforcement to access | 5 | | location information, when available, will allow law | 6 | | enforcement to more quickly locate hijacked vehicles, | 7 | | increasing the chance of catching and prosecuting offenders | 8 | | and reducing subsequent violent crimes; and
| 9 | | WHEREAS, Consumer privacy can be protected under such a | 10 | | system by requiring an owner's consent absent extenuating | 11 | | circumstances in which there is a clear and present danger of | 12 | | bodily harm or death; and
| 13 | | WHEREAS, The Illinois General Assembly has approved such a | 14 | | system for auto manufacturers that sell vehicles in Illinois, | 15 | | that included a unanimous vote in the Senate; therefore, be it
| 16 | | RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL | 17 | | ASSEMBLY OF THE STATE OF ILLINOIS, that we urge members of the | 18 | | Illinois Congressional Delegation and all members of the U.S. | 19 | | House of Representatives and Senate to prioritize working with | 20 | | law enforcement, auto manufacturers, and consumer advocates to | 21 | | establish national tools for addressing and responding to the | 22 | | alarming growth in vehicular hijackings, including the |

| 1 | | creation of a national hotline for providing efficient access | 2 | | to vehicle location information to law enforcement in | 3 | | vehicular hijacking incidents; and be it further
| 4 | | RESOLVED, That suitable copies of this resolution be
| 5 | | delivered to the U.S. Senate Majority Leader, the U.S. Senate
| 6 | | Minority Leader, the U.S. Speaker of the House, the U.S. House
| 7 | | of Representatives Minority Leader, all members of the
| 8 | | Illinois Congressional Delegation, the Alliance for Automotive | 9 | | Innovation, and the National Automobile Dealers
Association.
