SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Mechanical Insulation Energy Audit Act. Provides that the Environmental Protection Agency shall perform a mechanical insulation energy audit of every public building within the State within 10 years after the effective date of the Act. Provides that each mechanical insulation energy audit finding shall identify remediation measures necessary to bring the subject mechanical insulation system into compliance with the latest published edition of the International Code Council's International Energy Conservation Code and to ensure the building's mechanical systems function at operating temperatures that minimize energy loss and ensure public health and safety. Provides that audit findings are to be made available to the public. Requires the Agency, by December 31, 2025 and by December 31 of each year thereafter, to deliver to the General Assembly an annual report outlining the mechanical insulation energy audits that it completed in the previous calendar year. Repeals the Act on December 31, 2034. Defines terms. Includes legislative findings.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Mechanical Insulation Energy Audit Act.
 
6    Section 5. Legislative findings. The General Assembly
7finds:
8        (1) The State has a vested interest in decreasing the
9    carbon footprint of publicly owned buildings.
10        (2) It is the public policy of this State to ensure
11    that publicly owned buildings in the State are free from
12    harmful mold and bacteria and can be used by Illinois
13    residents for employment, education, and social services.
14        (3) Mechanical insulation plays an important role in
15    advancing Illinois toward its clean energy goals by
16    lowering operating expenses, reducing energy loss, and
17    decreasing emissions.
 
18    Section 10. Definitions. As used in this Act:
19    "Agency" means the Environmental Protection Agency.
20    "Mechanical insulation" means insulation materials,
21facings, and accessory products applied to mechanical systems,
22such as piping, equipment, vessels, HVAC systems, boilers, and

1other similar equipment.
2    "Mechanical insulation energy audit" means an audit that
3analyzes potential energy savings and any potential public
4health risks according to the specifications of a building's
5mechanical equipment.
6    "Public building" means any structure that is owned or
7leased by the State, a unit of local government, or any other
8political subdivision of the State.
 
9    Section 15. Mechanical insulation energy audit. The Agency
10shall perform a mechanical insulation energy audit of every
11public building within the State within 10 years after the
12effective date of this Act. Each mechanical insulation energy
13audit report shall identify remediation measures necessary to
14bring the subject mechanical insulation systems into
15compliance with the Code, as defined in Section 10 of the
16Energy Efficient Building Act, and to ensure that the
17building's mechanical systems function at operating
18temperatures that minimize energy loss and ensure public
19health and safety.
 
20    Section 20. Public access of findings; report.
21    (a) Mechanical insulation energy audit reports shall be a
22matter of public record and shall be posted on the Agency's
23website no later than 30 days after completion of each audit.
24    (b) By December 31, 2025 and by December 31 of each year

1thereafter, the Agency shall deliver to the General Assembly
2an annual report outlining the mechanical insulation energy
3audits that it completed in the previous calendar year.
 
4    Section 25. Repeal. This Act is repealed on December 31,
52034.
