1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Metropolitan Transit Authority Act is
5amended by changing Sections 51 and 52 as follows:

7    Sec. 51. Free services; eligibility.
8    (a) Notwithstanding any law to the contrary, no later than
960 days following the effective date of this amendatory Act of
10the 95th General Assembly and until subsection (b) is
11implemented, any fixed route public transportation services
12provided by, or under grant or purchase of service contracts
13of, the Board shall be provided without charge to all senior
14citizens of the Metropolitan Region (as such term is defined
15in 70 ILCS 3615/1.03) aged 65 and older, under such conditions
16as shall be prescribed by the Board.
17    (b) Notwithstanding any law to the contrary, no later than
18180 days following the effective date of this amendatory Act
19of the 96th General Assembly, any fixed route public
20transportation services provided by, or under grant or
21purchase of service contracts of, the Board shall be provided
22without charge to senior citizens aged 65 and older who meet
23the income eligibility limitation set forth in subsection

1(a-5) of Section 4 of the Senior Citizens and Persons with
2Disabilities Property Tax Relief Act, under such conditions as
3shall be prescribed by the Board. The Department on Aging
4shall furnish all information reasonably necessary to
5determine eligibility, including updated lists of individuals
6who are eligible for services without charge under this
7Section. After an initial eligibility determination is made,
8an individual's eligibility for free services shall
9automatically renew every 5 years after receipt by the
10Authority of a copy of the individual's government-issued
11identification card validating Illinois residency. Nothing in
12this Section shall relieve the Board from providing reduced
13fares as may be required by federal law.

16    Sec. 52. Transit services for individuals with
17disabilities. Notwithstanding any law to the contrary, no
18later than 60 days following the effective date of this
19amendatory Act of the 95th General Assembly, all fixed route
20public transportation services provided by, or under grant or
21purchase of service contract of, the Board shall be provided
22without charge to all persons with disabilities who meet the
23income eligibility limitation set forth in subsection (a-5) of
24Section 4 of the Senior Citizens and Persons with Disabilities
25Property Tax Relief Act, under such procedures as shall be

1prescribed by the Board. The Department on Aging shall furnish
2all information reasonably necessary to determine eligibility,
3including updated lists of individuals who are eligible for
4services without charge under this Section. After an initial
5eligibility determination is made, an individual's eligibility
6for free services shall automatically renew every 5 years
7after receipt by the Authority of a copy of the individual's
8government-issued identification card validating Illinois
9residency. Individuals who have not submitted an Illinois
10Persons with a Disability Identification Card to the Authority
11shall also submit a document verifying the individual's
12disability.

14    Section 10. The Regional Transportation Authority Act is
15amended by changing Sections 3A.15, 3A.16, 3B.14, and 3B.15 as
16follows:

18    Sec. 3A.15. Free services; eligibility.
19    (a) Notwithstanding any law to the contrary, no later than
2060 days following the effective date of this amendatory Act of
21the 95th General Assembly and until subsection (b) is
22implemented, any fixed route public transportation services
23provided by, or under grant or purchase of service contracts
24of, the Suburban Bus Board shall be provided without charge to

1all senior citizens of the Metropolitan Region aged 65 and
2older, under such conditions as shall be prescribed by the
3Suburban Bus Board.
4    (b) Notwithstanding any law to the contrary, no later than
5180 days following the effective date of this amendatory Act
6of the 96th General Assembly, any fixed route public
7transportation services provided by, or under grant or
8purchase of service contracts of, the Suburban Bus Board shall
9be provided without charge to senior citizens aged 65 and
10older who meet the income eligibility limitation set forth in
11subsection (a-5) of Section 4 of the Senior Citizens and
12Persons with Disabilities Property Tax Relief Act, under such
13conditions as shall be prescribed by the Suburban Bus Board.
14The Department on Aging shall furnish all information
15reasonably necessary to determine eligibility, including
16updated lists of individuals who are eligible for services
17without charge under this Section. After an initial
18eligibility determination is made, an individual's eligibility
19for free services shall automatically renew every 5 years
20after receipt by the Authority of a copy of the individual's
21government-issued identification card validating Illinois
22residency. Nothing in this Section shall relieve the Suburban
23Bus Board from providing reduced fares as may be required by

12180 days following the effective date of this amendatory Act
13of the 96th General Assembly, any fixed route public
14transportation services provided by, or under grant or
15purchase of service contracts of, the Commuter Rail Board
16shall be provided without charge to senior citizens aged 65
17and older who meet the income eligibility limitation set forth
18in subsection (a-5) of Section 4 of the Senior Citizens and
19Persons with Disabilities Property Tax Relief Act, under such
20conditions as shall be prescribed by the Commuter Rail Board.
21The Department on Aging shall furnish all information
