SYNOPSIS AS INTRODUCED:

Amends the Lodging Services Human Trafficking Recognition Training Act. Provides that the State, school districts, and units of local government may not expend funds at a lodging establishment unless the lodging establishment has been certified by the Department of Human Services as providing human trafficking recognition training to its employees. Provides that the Department of Human Services shall establish a certification program.

A BILL FOR

AN ACT concerning employment.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Lodging Services Human Trafficking Recognition Training Act is amended by adding Sections 20 and 25 as follows:

Sec. 20. Certification of compliance; government patronage limited. The Department shall establish a program to provide certification of compliance to lodging establishments that comply with the requirements of Section 15. The certification program shall provide that confirmation of a lodging establishment's certification status is available on the Department's Internet website.

Sec. 25. Expenditure of funds by government entities limited.

(a) If a lodging establishment is not certified as being in compliance with the requirements of Section 15, the State, a unit of local government, or school district may not expend funds for any of the following purposes:

(1) to procure lodging that is owned, operated, or owned and operated by the lodging establishment;

(2) to procure space or services for a conference, meeting, or banquet located at a site where lodging is available that is owned, operated, or owned and operated by the lodging establishment; or

(3) to host a conference, meeting, or banquet at a site where lodging is available that is owned, operated, or owned and operated by the lodging establishment.

(b) Before expending or committing to expend funds for a purpose described in subsection (a), the State, unit of local government, or school district shall confirm the lodging establishment's current certification status on an Internet site maintained by the Department.
