SYNOPSIS AS INTRODUCED:
 
15 ILCS 335/4E new

    Amends the Illinois Identification Card Act. Provides that the Secretary of State shall issue a State Voter Identification Card to any natural person who is a registered voter in the State of Illinois and who applies for the card or the renewal of the card. Sets forth the requirements of the State Voter Identification Card. Provides that the State Voter Identification Card may be used for identification purposes in any lawful situation only by the person to whom it was issued. Provides that the State Voter Identification Card shall be provided free of charge. Provides that, no later than January 1, 2025, the Secretary of State shall make available to the public application forms for the State Voter Identification Card. Provides that the Secretary of State shall adopt rules for the implementation and administration of the provision. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Identification Card Act is amended
5by adding Section 4E as follows:
 
6    (15 ILCS 335/4E new)
7    Sec. 4E. State Voter Identification Card.
8    (a) The Secretary of State shall issue a State Voter
9Identification Card to any natural person who is a registered
10voter in the State of Illinois and who applies for the card or
11the renewal of the card. No State Voter Identification Card
12shall be issued to any person who holds a valid foreign state
13identification card, license, or permit, unless the person
14first surrenders to the Secretary of State the valid foreign
15state identification card, license, or permit. The card shall
16be prepared and supplied by the Secretary of State and shall
17include a photograph and signature or mark of the applicant.
18However, the Secretary of State may provide by rule for the
19issuance of State Voter Identification Cards without
20photographs if the applicant has a bona fide religious
21objection to being photographed or to the display of his or her
22photograph. The State Voter Identification Card may be used
23for identification purposes in any lawful situation only by

1the person to whom it was issued. A State Voter Identification
2Card expires 5 years after it is issued or when a voter changes
3his or her name or residence, whichever is earlier.
4    (b) A State Voter Identification Card and renewals of a
5State Voter Identification Card shall be provided free of
6charge.
7    (c) No later than January 1, 2025, the Secretary of State
8shall make available to the public application forms for the
9State Voter Identification Card.
10    (d) The Secretary of State shall adopt rules for the
11implementation and administration of this Section.
 
12    Section 99. Effective date. This Act takes effect upon
13becoming law.
