1    AN ACT concerning safety.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Solid Waste Planning and Recycling Act is
5amended by adding Section 10.2 as follows:
 
6    (415 ILCS 15/10.2 new)
7    Sec. 10.2. Event facilities.
8    (a) On and after January 1, 2025, an owner or operator of
9an event facility that has a maximum legal capacity or
10occupancy of at least 3,500 persons shall provide for (i) the
11recycling of items that are generated at a public meeting or
12public event held at the event facility, including, but not
13limited to, glass, aluminum cans, cardboard, paper, and
14plastic beverage cups or bottles, (ii) the transfer of these
15recyclable materials to a recycling center for processing, and
16(iii) the composting of organic waste, which shall be
17collected separately from the collection of recyclable
18materials.
19    (b) In this Section, "event facility" means a structure
20for holding public meetings or public events, including, but
21not limited to, baseball games, football games, hockey games,
22automobile races, or other musical, dramatic, artistic,
23social, or athletic events. "Event facility" includes a

1convention center. "Event facility" does not include a school
2stadium or a hotel.
