1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The River Conservancy Districts Act is amended
5by changing Section 6 as follows:
 
6    (70 ILCS 2105/6)  (from Ch. 42, par. 388)
7    Sec. 6. The board of trustees shall exercise all of the
8powers and control the affairs and property of the district.
9The board at their first meeting in May of each year shall
10elect one of their number as president, one of their number as
11vice-president and one of their number as secretary. The board
12may appoint an engineer who may be an individual,
13co-partnership or corporation, an attorney, an executive
14vice-president, a manager, a treasurer, and other engineers,
15attorneys, agents, clerks and assistants for the district who
16shall hold office during the pleasure of the board and who
17shall give such bond as the board may require. The board may
18prescribe the duties and fix the compensation of all the
19officers and employees of the district. A member of the board
20may not receive more than $6,000 $3,000 per annum. At the
21Board's discretion, the Board may adjust the compensation
22amounts for inflation as determined by the Consumer Price
23Index for All Urban Consumers for all items published by the

1United States Department of Labor and rounded to the nearest
2$100. The Board members shall also be reimbursed for ordinary
3and necessary expenses incurred in performing the member's
4duties under this Act. The board may pass all necessary
5ordinances, rules and regulations.

7    Section 10. The Fox Waterway Agency Act is amended by
8changing Section 6 as follows:
 
9    (615 ILCS 90/6)  (from Ch. 19, par. 1206)
10    Sec. 6. The Board shall meet as soon as practicable after
11the directors assume the duties of office and shall meet at
12least 6 times annually or more often at the discretion of the
13Chairman or upon the request of 2/3 of the directors. The Board
14shall select from its membership a Secretary and a Treasurer.
15The Treasurer shall be custodian of all Agency funds and shall
16be bonded in such amount as the other members designate. The
17Chairman shall have the power to vote only in the event of a
18tie, but shall fully participate as a director in all other
19respects. Directors and the Chairman may be compensated at the
20discretion of the Board in the sum of up to $6,000 $3,000 per
21year for each director and up to $10,000 $5,000 per year for
22the chairman, effective immediately upon approval of the
23Board. At the Board's discretion, the Board may adjust the
24compensation amounts for inflation as determined by the

1Consumer Price Index for All Urban Consumers for all items
2published by the United States Department of Labor and rounded
3to the nearest $100. The Board members shall also be
4reimbursed for ordinary and necessary expenses incurred in
5performing their duties under this Act. The Board shall
6appoint a person to serve as executive director, who shall act
7as the chief administrative officer of the Agency and oversee
8and administer the daily function and staff of the Agency, in
9accordance with Board policy. The executive director shall be
10a person of recognized ability in business or waterway
11management.
