SYNOPSIS AS INTRODUCED:
 
70 ILCS 3615/3.11

    Amends the Regional Transportation Authority Act. Provides that, by December 31, 2025, the Regional Transportation Authority, the Board of the Commuter Rail Division of the Authority, the Board of the Suburban Bus Division of the Authority, and the Board of the Chicago Transit Authority shall create a program to provide free rides to persons earning under 138% of the U.S. Department of Health and Human Services' poverty guidelines. Effective July 1, 2024.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Regional Transportation Authority Act is
5amended by changing Section 3.11 as follows:
 
6    (70 ILCS 3615/3.11)
7    Sec. 3.11. Free and reduced fare services.
8    (a) The Authority shall provide the Department of Public
9Health with a monthly list of all riders that receive free or
10reduced fares. The list shall include an individual's name,
11address, and date of birth. The Department of Public Health
12shall, within 2 weeks after receipt of the list, report back to
13the Authority any discrepancies that indicate that a rider
14receiving free or reduced fare services is deceased. The
15Authority upon receipt of the report from the Department of
16Public Health shall take appropriate steps to remove any
17deceased individual's name from the list of individuals
18eligible under the free or reduced fare programs.
19    (b) By December 31, 2025, the Authority and Service Boards
20shall create a program to provide free rides to persons
21earning under 138% of the poverty guidelines updated
22periodically in the Federal Register by the U.S. Department of
23Health and Human Services under the authority of 42 U.S.C.

3    Section 99. Effective date. This Act takes effect July 1,
42024.
