SYNOPSIS AS INTRODUCED:

    Amends the Co-Responder Pilot Program Division of the Illinois Municipal Code. Provides that any police department in the State may establish a co-responder unit, including the hiring of personnel. Makes conforming changes. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Municipal Code is amended by
5changing Sections 11-1.5-5 and 11-1.5-10 as follows:

7    (Section scheduled to be repealed on January 1, 2029)
8    Sec. 11-1.5-5. Definitions. As used in this Division:
9    "Department" means a police department that has
10established a co-responder unit under this Division the East
11St. Louis Police Department, the Peoria Police Department, the
12Springfield Police Department, or the Waukegan Police
13Department.
14    "Social Worker" means a licensed clinical social worker or
15licensed social worker, as those terms are defined in the
16Clinical Social Work and Social Work Practice Act.
17    "Station adjustment" has the meaning given to that term in
18Section 1-3 of the Juvenile Court Act of 1987.
19    "Unit" means a co-responder unit created under this
20Division.

2    Sec. 11-1.5-10. Establishment; responsibilities; focus.
3    (a) The East St. Louis Police Department, the Peoria
4Police Department, the Springfield Police Department, and the
5Waukegan Police Department Each department shall establish,
6subject to appropriation, a co-responder unit no later than 6
7months after May 10, 2022 (the effective date of Public Act
8102-756) this amendatory Act of the 102nd General Assembly,
9including the hiring of personnel as provided in this
10Division.
11    (a-5) Any police department not described in subsection
12(a) may establish a co-responder unit under this Division,
13including the hiring of personnel as provided in this
14Division.
15    (b) Along with the duties described in Sections 11-1.5-15
16and 11-1.5-20, the unit's social workers are responsible for
17conducting follow-up visits for victims who may benefit from
18mental or behavioral health services. The unit shall utilize
19community resources, including services provided through the
20Department of Human Services and social workers in juvenile
21and adult investigations, to connect individuals with
22appropriate services.
23    (c) The unit's primary area of focus shall be victim
24assistance.
