SYNOPSIS AS INTRODUCED:
 
305 ILCS 5/12-4.4a new

    Amends the Administration Article of the Illinois Public Aid Code. Provides that beginning January 1, 2025, in order to use a LINK card to obtain Supplemental Nutrition Assistance Program (SNAP) benefits or cash, the user must show a current and valid photo identification. Provides that a person may not use a LINK card to obtain SNAP benefits or cash if: (i) the name on the photo identification presented by the user does not match the name of any person designated on the face of the LINK card as a person entitled to use the card; or (ii) the photo does not match the user of the card. Provides that every LINK card issued by the Department of Human Services on or after the effective date of the amendatory Act must include on its face the name of every household member entitled to use the card. Provides that within 3 months after the effective date of the amendatory Act, the Department shall replace every still-valid LINK card issued before that date with a card that includes on its face the name of every person entitled to use that card. Effective immediately.

1    AN ACT concerning public aid.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Public Aid Code is amended by
5adding Section 12-4.4a as follows:
 
6    (305 ILCS 5/12-4.4a new)
7    Sec. 12-4.4a. LINK card; photo identification
8requirements.
9    (a) As used in this Section, "LINK card" means an
10electronic benefits transfer card issued by the Department of
11Human Services for the purpose of enabling a user of the card
12to obtain SNAP benefits or cash.
13    (b) Beginning January 1, 2025, in order to use a LINK card
14to obtain Supplemental Nutrition Assistance Program (SNAP)
15benefits or cash, the user must show a current and valid photo
16identification. A person may not use a LINK card to obtain SNAP
17benefits or cash if:
18        (1) the name on the photo identification presented by
19    the user does not match the name of any person designated
20    on the face of the LINK card as a person entitled to use
21    the card; or
22        (2) the photo does not match the user of the card.
23    (c) Every LINK card issued by the Department of Human

1Services on or after the effective date of this amendatory Act
2of the 103rd General Assembly must include on its face the name
3of every household member entitled to use the card.
4    (d) Within 3 months after the effective date of this
5amendatory Act of the 103rd General Assembly, the Department
6of Human Services shall replace every still-valid LINK card
7issued before that date with a card that includes on its face
8the name of every person entitled to use that card.
 
9    Section 99. Effective date. This Act takes effect upon
10becoming law.
