SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Dr. Herbert Jackson of Rockford, who passed away on December 28, 2021; and

WHEREAS, Dr. Jackson was born on January 24, 1930; after graduating from Chicago's Wendall Phillips High School, he was drafted into the U.S. Army in 1951; he served from December of 1951 until December of 1952 as a corporal assigned to the 8th Army 802nd Engr. Aviation Bn. Co. B and did a tour of duty in Suwon, Korea during the Korean War; in 1953, he enrolled in Wilson Junior College where he earned an associate's degree and met the love of his life, his future wife Edna Marie Counts; he enrolled in the Chicago Teachers College, now known as Chicago State University, where he graduated with a bachelor's degree; he was then accepted into Podiatry School in 1958; and

WHEREAS, Dr. Jackson began his Rockford podiatry practice in the offices of Dr. Jeffry Ish; while he was building a full-time practice, he also worked for Lowell Hawkinson in recruiting minorities for an employment agency called Availability; he practiced podiatry for 39 years before retiring; and

WHEREAS, Dr. Jackson served as campaign manager for Victory Bell, Rockford's first Black alderman; he supported many community groups, including the Veterans of Foreign Wars, The Taus, Inc., the Alpha Kappa Alpha Sorority, Inc. Pi Gamma Omega Chapter, Rockford's chapter of Delta Sigma Theta Sorority, Inc., and AARC at Booker; he was a volunteer for the Northern Illinois Diabetes Coalition; and

WHEREAS, Dr. Jackson served as a past member of the Winnebago County Board and the Winnebago County Sheriff and Fire Commission; he was a former vice president for the Winnebago County Health Department Black Health Care Initiative and was a former member of the Rosecrance Board; and

WHEREAS, Dr. Jackson adored his family, with whom he took cruises and traveled abroad, and enjoyed hiatuses to his condo in Florida; he was a fashionable man who loved buying clothes, shoes, and eye wear; and

WHEREAS, Dr. Jackson was preceded in death by his wife, Edna Marie; his father, Willie Sr.; his mother, Julia Jackson-Clarke; and his brother, Willie Jr.; and

WHEREAS, Dr. Jackson is survived by his son, Christopher Herbert Jackson; his daughter, Kelli Lynn Jackson; his first cousins, Mary Twitty, Julia Simon, James Morgan, Abram Morgan, and Joyce McGowan; and his second cousin, Tonya Butler White; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Dr. Herbert Jackson and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Dr. Jackson as an expression of our deepest sympathy.
