SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of Dr. Herbert Jackson of Rockford, who
4passed away on December 28, 2021; and
 
5    WHEREAS, Dr. Jackson was born on January 24, 1930; after
6graduating from Chicago's Wendall Phillips High School, he was
7drafted into the U.S. Army in 1951; he served from December of
81951 until December of 1952 as a corporal assigned to the 8th
9Army 802nd Engr. Aviation Bn. Co. B and did a tour of duty in
10Suwon, Korea during the Korean War; in 1953, he enrolled in
11Wilson Junior College where he earned an associate's degree
12and met the love of his life, his future wife Edna Marie
13Counts; he enrolled in the Chicago Teachers College, now known
14as Chicago State University, where he graduated with a
15bachelor's degree; he was then accepted into Podiatry School
16in 1958; and
 
17    WHEREAS, Dr. Jackson began his Rockford podiatry practice
18in the offices of Dr. Jeffry Ish; while he was building a
19full-time practice, he also worked for Lowell Hawkinson in
20recruiting minorities for an employment agency called
21Availability; he practiced podiatry for 39 years before
22retiring; and

1    WHEREAS, Dr. Jackson served as campaign manager for
2Victory Bell, Rockford's first Black alderman; he supported
3many community groups, including the Veterans of Foreign Wars,
4The Taus, Inc., the Alpha Kappa Alpha Sorority, Inc. Pi Gamma
5Omega Chapter, Rockford's chapter of Delta Sigma Theta
6Sorority, Inc., and AARC at Booker; he was a volunteer for the
7Northern Illinois Diabetes Coalition; and
 
8    WHEREAS, Dr. Jackson served as a past member of the
9Winnebago County Board and the Winnebago County Sheriff and
10Fire Commission; he was a former vice president for the
11Winnebago County Health Department Black Health Care
12Initiative and was a former member of the Rosecrance Board;
13and
 
14    WHEREAS, Dr. Jackson adored his family, with whom he took
15cruises and traveled abroad, and enjoyed hiatuses to his condo
16in Florida; he was a fashionable man who loved buying clothes,
17shoes, and eye wear; and
 
18    WHEREAS, Dr. Jackson was preceded in death by his wife,
19Edna Marie; his father, Willie Sr.; his mother, Julia
20Jackson-Clarke; and his brother, Willie Jr.; and
 
21    WHEREAS, Dr. Jackson is survived by his son, Christopher
22Herbert Jackson; his daughter, Kelli Lynn Jackson; his first

1cousins, Mary Twitty, Julia Simon, James Morgan, Abram Morgan,
2and Joyce McGowan; and his second cousin, Tonya Butler White;
3therefore, be it
 
4    RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL
5ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
6Dr. Herbert Jackson and extend our sincere condolences to his
7family, friends, and all who knew and loved him; and be it
8further
 
9    RESOLVED, That a suitable copy of this resolution be
10presented to the family of Dr. Jackson as an expression of our
11deepest sympathy.
