SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/3-104.6 new

    Amends the Illinois Vehicle Code. Authorizes the obtaining of a title to a materially altered vehicle primarily intended for use in parades. Provides that the title may be issued in the name of a veterans organization. Effective immediately.

1    AN ACT concerning vehicles.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by adding
5Section 3-104.6 as follows:
 
6    (625 ILCS 5/3-104.6 new)
7    Sec. 3-104.6. Application for title to materially altered
8vehicle.
9    (a) If the vehicle to be registered is a materially
10altered vehicle that has been modified by means of combining
11essential parts obtained from 2 or more antique vehicles, such
12fact shall be stated in the application with reference to each
13model of antique vehicle from which the essential parts were
14obtained.
15    (b) The applicant for the certificate of title must
16disclose the following:
17        (1) the name and address of the applicant;
18        (2) a description of the vehicle including a
19    description of the vehicles from which the essential parts
20    combined in the vehicle were obtained;
21        (3) the date of acquisition of the vehicle and the
22    name of the person or entity from which the vehicle was
23    obtained;

1        (4) if the vehicle was obtained from an entity that is
2    no longer in existence, the date of dissolution of the
3    entity; and
4        (5) a statement that the vehicle is primarily intended
5    for use in parades.
6    (c) When the Secretary of State is satisfied as to the
7veracity and genuineness of the application, the Secretary of
8State shall issue, without bond, a certificate of title for
9the vehicle. If, at the time of application, the materially
10altered vehicle for which the application for title is filed
11is titled in the name of a not-for-profit veterans
12organization that has been involuntarily dissolved by the
13Secretary of State, the title may be issued in the name of an
14existing not-for-profit veterans organization that is or has
15been organizationally related to the dissolved not-for-profit
16veterans organization.
17    (d) A vehicle for which a title is obtained under this
18Section may be operated on a highway, street, or other road
19only incidentally to its primary intended use.
 
20    Section 99. Effective date. This Act takes effect upon
21becoming law.
