HOUSE RESOLUTION

 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4the Rules of the House of Representatives of the 102nd General
5Assembly are amended by changing Rule 49.5 as follows:
 
 
6    (House Rule 49.5)
7    49.5. Remote Participation and Voting in Session.
8    (a) On any session day through June 1, 2022 December 31,
92021, the House may adopt a motion to allow members to remotely
10participate and vote in session on any matter before the House
11that day, provided that at all times a quorum of members is
12physically present at the location of session. Members
13participating remotely shall be added to quorum roll call of
14the House by the Clerk and considered present and in
15attendance at the session for all purposes under these Rules;
16provided that the members shall not be entitled to per diem
17expense reimbursements unless they appear in person before the
18Clerk or the Clerk's designee after the quorum roll call but
19prior to the close of the Clerk's Office for the day. Action
20taken by a member who is participating remotely shall have the
21same legal effect as if the member were physically present
22when the action is taken.
23    (b) While a record vote is being taken, the Presiding

1Officer shall direct the Clerk to call the names of those
2members participating remotely and each such member shall
3announce his or her vote to be recorded.
4    (c) The Speaker may establish additional procedures for
5remote participation or voting under this Section.
